본 연구에서는 어린이집 보육실 내 CCTV에 관련한 언론의 보도경향을 분석함으로써 언론이 어떠한 담론을 생성, 유지, 전파하는지 알아보고자 한다. 이를 위해 본 연구에서는 다음과 같은 문제를 설정하였다. ‘국내 주요 신문사의 어린이집 CCTV 설치 관련 보도경향은 어떠한가?’연구문제 분석을 위해 2005년 6월부터 2016년 1월까지 전국지 47개 중 상위 10개의 신문사에서 보도된 CCTV와 어린이집 관련 보도내용을 연도별 기사 빈도, 기사 유형, 기사 크기 및 정보원의 특성, 기사 표현 방식과 보도의 중심 등의 내용분석을 실시하였다. 연구 결과, 언론이 뉴스를 적극적으로 선택함으로써 교사를 잠재적 범죄자로 보게 하고, 교사의 목소리는 소외시키거나 거의 주목받지 못하게 함에 따라 어린이집 CCTV 설치의 의무화에 대한 인식을 보편화 시키는데 중요한 역할을 했음을 알 수 있었다.

This study analyzed the news trends of CCTV installation in the classroom for young children. The goal of this study is to investigate how one of the powerful mass- communications, that is, newspaper plays a role in social discourse formation, production, maintenance, and distribution with regards to the CCTV installation in the child-care centers. The research question is as follows: How are the news trends on the issue of the CCTV installation in the child-care centers? Among the forty seven newspapers, top ten newspapers were selected. Relevant news were collected from June, 2005 to January, 2016 in order to analyze the frequency of news articles, news types, news size, news source, expression mode of news, and the main contents of news. The result revealed that mass coverage played an critical role in the CCTV installation in the classroom for young children. By partially selecting words and controlling the size, frequency, source, and types of coverage, newspapers let child-care center teachers be socially seen as potential child-abusers. At the same time, newspapers excluded teachers voice intentionally, held hegemony over discourse of the CCTV installation, and made this idea socially universalized. We could conclude that newspapers worked as an important power institution who played an main role in the CCTV installation.
