감염병 관리 공무원의 양적증가로 인한 교육과 훈련의 새로운 변화는 전문성의 강화뿐만 아니라 공적 책임을 완수하는 데 필요한 공중보건 윤리교육 프로그램 개발을 필요로 한다. 감염병 대응현장에서는 당장 잠재적 피해를 측정하기 힘들다고 해도 지역사회의 건강위해(危害)정도와 개인적 권리의 가치를 견주어야 할 상황이 발생한다. 지역사회 공동체의 건강이 개인의 자유와 자율성보다 우선시 될 수도 있고, 공중보건을 위한 정보접근의 요구사항과 개인정보의 기밀유지 사이에 긴장이 발생할 수도 있다. 본 연구는 감염병 대응현장에서 제기될 수 있는 윤리적 갈등상황을 파악하고, 지자체 감염병 관리 공무원 대상 교육 및 훈련현황을 분석한다. 그리고 지자체 감염병 담당실무자들을 위한 공중보건 윤리교육에 적절한 내용으로서 신종플루, 메르스, 에볼라 감염병 발생사례와 우선순위, 자율성, 호혜성, 이해상충을 결부시켜 제시한다. 지속가능한 교육체계 정립을 위하여 지자체 조례의 제ㆍ개정 방안을 제언한다.

Due to the increase in the number of public health officials responding to outbreaks of infectious disease there is a need for new educational programs to nurture the appropriate skills in public health officials. This article examines the education and training programs that are currently available for public health officials and makes recommendations for new programs, including ethics education for epidemiological investigators of local governments. It is argued that such ethics education programs should focus on the following topics: contact tracing and autonomy infringement, isolation and free movement infringement, disease monitoring and privacy invasion, and vaccine and therapeutic testing. Furthermore, this article discusses ways to improve administrative regulations to establish a sustainable education system.
