연구목적 : 본 연구는 음주운전에 따른 사회적 문제의 심각성을 인식하고 음주운전과 관련한 문제의 현황과 특징을 파악하여 음주 교통사고의 예방을 위한 실효적 방안의 모색을 목적으로 한다. 사회적 화두로 떠오른 음주운전에 대한 이론적 논의와 실태분석을 통해 음주운전의 특징과 현행 제도의 문제점 및 개선방안에 관한 논의를 진행하였다. 연구방법 : 음주운전으로 인한 사회적 문제와 그 해결방안을 모색하기 위해 음주운전에 대한 개념정의를 시작으로 제재기준과 관련 이론에 대해 검토하였다. 이론적 연구를 통한 음주운전에 대한 이해를 바탕으로 공식통계자료를 활용해 현재 우리나라에서 발생하는 음주운전과 관련한 문제의 특징을 확인하여 실효적인 대안을 제시하고자 하였다. 결론 : 확인된 문제의 해결을 위해 다음과 같은 방안을 제시하였다. 첫째, 억제효과를 담보하기 위한 노력으로 엄격성의 강화와 더불어 확실성을 높이는 노력을 요구하였으며, 둘째, 실효성을 확보하기 위한 음주단속 체계의 개선방안으로 개별적 방식에 의한 음주단속 방안을 제시하였다. 셋째, 음주운전의 높은 재범률과 관련하여 이를 예방하기 위한 대책으로 처벌중심의 정책과 더불어 치료와 교육을 통한 문제해결 방안을 제시하였다. 마지막으로 음주운전에 대한 지속적이며 본질적인 해결방안으로 사전 교육과 캠페인을 통한 바람직한 운전문화 조성방안을 제시하였다.
Pupose : This study aims to seek out efficient measures to prevent traffic accidents involving alcohol, by recognizing the severity of social problems caused by drunk driving and understanding current conditions and characteristics of problems related with it. Such characteristics of drunk driving, and problems and improvements of the current institution were discussed through a theoretical debate about and an analysis on actual conditions of drunk driving as an emergent social issue. Methods : It began with the concept definition of drunk driving, and then examined related theories, in order to explore social problems caused by drunk driving and measures to resolve them. On the basis of the understanding of drunk driving through a theoretical research, it attempted to identify the characteristics of problems related with drunk driving currently occurring in Korean and suggest efficient alternatives, by using the formal statistical data. Conclusion : In order to resolve the problems identified, following measures were suggested: first, the reinforcement of rigidity as well as the enhancement of authenticity were required, as a part of efforts to ensure their inhibitory effects; second, the crackdown on drunk driving by an individual method as a measure to improve the system of crackdown on drunk driving was suggested to secure the efficiency; third, punishment-centered policy as well as a problem-solving method through therapy and education were suggested as measures to reduce high second offense rate of drunk driving; finally, a measure campaigns, as a sustainable and essential solution for drunk driving was suggested.
