스마트시티 챌린지와 통합플랫폼 보급 사업 등이 지자체로 확산되는 과정에서 시민이 참여하는 스마트시티 리빙랩의 중요성이 커지고 있다. 이 연구의 목적은 최근 전국적으로 확산되고 있는 스마트시티 리빙랩 사업을 효율적으로 운영하기 위한 정책적 방향을 도출하는데 있다. 이를 위해 첫째, 리빙랩에 대한 이론적 고찰을 통해 리빙랩의 정의, 기준 및 절차, 선행연구를 고찰하였다. 둘째, 실제 리빙랩 방식을 적용한 스마트시티 사례를 심층 분석하여 사업추진과정에서 발생한 성과와 문제점 및 쟁점사항을 파악하였다. 셋째, 도출된 쟁점사항을 바탕으로 지자체공무원 및 시민들을 대상으로 심층 인터뷰를 시행하여 리빙랩 사업을 안정적으로 정착시키기 위한 의견을 수렴하였다. 넷째, 시민주도형 스마트시티 구현을 위한 리빙랩 구축의 정책 방향을 제시하였다. 이 연구는 향후 시민 중심의 스마트시티 구현을 위한 기초자료로 활용될 수 있을 것이다.

Under the process of spread of the smart city challenge and the integrated platform supply projects centered on the local governments, the importance of citizen participation in smart city living labs is getting bigger. The purpose of this study is to derive the policy directions necessary to operate the living lab projects efficiently. First, the definition, standards, procedures and cases, and prior research of the smart city living labs were investigated. Second, the living lab cases in detail were considered and the results and problems that occurred in the process of promoting the business were elicited. Third, the in-depth interviews with local government officials and citizens were conducted. Fourth, the policy directions for citizen-driven smart city realization were suggested. It can be used as a basic material for the realization of a smart city centered on citizens in the future in that it shows the directions of the policy necessary to establish the living lab method.
