[연구목적] 기술과 시장이 사람의 모멘텀에 의해 확장 및 쇠퇴가 결정 될 4차산업혁명은 사회적가치 개념을 확장시킬 것으로 예측되므로, 본 연구는 4차산업혁명의 총아로 불리는 드론산업에서 불법·악의적 드론의 사회적문제해결(범죄, 테러, 해킹)을 목표로 불법·악의적 드론 대응이 가지는 공익적가치, 윤리적가치 중심으로 탐색하여 사회적가치를 검증하는데 목적을 두고 있다. [연구방법] 델파이기법으로 전문가(패널)에게 이메일 응답방식으로 사회적가치 구성요소를 설문조사한 결과에 기초하여 사회적가치를 세분화하였고, 선행실증연구에서 획득한 데이터로 비용-효과분석모델에 준거하여 비율분석과 T검증으로 하였다. [연구결과] 첫째, 범죄예방을 위한 운용, 증거수집을 위한 운용, 불법비행 방지를 위한 운용을 각각 6,750회씩 반복 측정한 결과, 불법·악의적 드론 대응이 가지는 범죄예방 부분의 공익적가치는 0.93, 증거수집 부분의 공익적가치는 0.93, 불법비행 방지 부분의 공익적가치는 0.93의 효용을 가져, 총 공익적가치는 0.93의 효용을 가진다 할 수 있다. 둘째, 악의적 드론 비행정지, 악의적 드론 영상유출 방지, 악의적 드론 GNSS 교란, 악의적 드론 RTH 기능을 위한 운용을 각각 2,625회, 2,250회, 750회 1,125회 반복 측정한 결과, 불법·악의적 드론 대응이 가지는 악의적 드론 비행정지 부분의 윤리적가치는 0.957, 악의적 드론 영상유출 방지 부분의 윤리적가치는 0.949, 악의적 드론 GNSS 교란 부분의 윤리적가치는 0.975, 악의적 드론 RTH 기능이 가지는 윤리적가치는 0.896의 효용을 가져, 총 윤리적가치는 0.944의 효용을 가진다 할 수 있다. 셋째, 외부요인(풍속) 통제의 가치, 외부요인(습도) 통제의 가치, 외부요인(운량) 통제의 가치, 기술고도화 대응의 가치, 악의적드론 대응의 시장가치, 외부요인 대응에 따른 시장가치를 각각 6,750회, 6,750회, 6,750회, 3,375회, 6,750회, 6750회 반복 측정한 데이터로 도출한 그 밖의 가치는 0.936의 효용으로 나타났다. 따라서 선행실증연구에서 획득한 데이터로 분석한 결과, 불법·악의적 드론 대응이 가지는 사회적가치는 0.937의 효용을 가진다 할 수 있다. [연구의 시사점] 드론 관련 범죄, 테러, 해킹 등의 사건·사고가 최근 증가하면서 사회 및 경제에 미치는 영향이 날로 커지고 있다. 그러나 관련기관의 불법·악의적 드론 대응 준비가 아직 미흡하여, 불법·악의적 드론 비행이 사회적문제로 대두되기 시작하였으므로, 그 대응방안의 필요를 시사하고 있다.

[Purpose] The 4th Industrial Revolution, in which technology and markets expand and decline due to human momentum, will expand the concept of social value, This study aims to verify social value by exploring the public value and ethical value of counteracting illegal and malicious drones in order to solve social problems(crime, terrorism, hacking) of illegal & malicious drones. [Methodology] Based on the results of surveying the panel of social value components by the Delphi method, the social value was subdivided, and the data obtained from the previous research were used for ratio analysis and T-test based on the cost-effectiveness analysis model. [Findings] First, Results of 6,750 to prevent crimes, collect evidence, and prevent illegal flight prevention, public value of crime prevention part of illegal and malicious drone response is 0.93, the public value of the evidence collection section is 0.93, the public value of illegal flight prevention is shown to be 0.93., the total public value can be said to have a utility of 0.93. Second, Repeated measurements of 2,625, 2,250, and 750 1,125 malicious drone stops flying, malicious drone image leakage prevention, malicious drone GNSS disturbances, and malicious drone RTH functions were performed. the ethical value of the malicious drone flight stop has been 0.957, the ethical value of the prevention of malicious drone image leaks is 0.949, the ethical value of malicious drone GNSS disturbances is 0.975, the ethical value of the malicious drone RTH function has a utility of 0.896, the total ethical value can be said to have a utility of 0.944. Third, The value of external factor (wind) control, the value of external factor (humidity) control, the value of external factor (cloud) control, the value of technological advancement response, the market value of malicious drone response, and the market value of external factor response other values derived from data measured repeatedly for 6,750, 6,750, 6,750, 3,375, 6,750, and 6750, extra values have a utility of 0.936. Therefore, as a result of analyzing the data obtained in the preceding empirical research, the social value of counteracting illegal and malicious drones can be said to have a utility value of 0.937. [Implications] Recently, the impact of drone-related crimes, terrorism, and hacking on society and the economy is increasing, As the agency's response to illegal & malicious drones is delayed, the invasion of illegal and malicious drones' privacy in apartments and public places is a social problem, It suggests the need for a countermeasure.
