최근 시민들이 주도적으로 참여하는 스마트시티 리빙랩 사업이 주목받고 있다. 이 연구의 목적은 지방자치 단체의 스마트시티 리빙랩 사업을 효율적으로 추진하기 위한 실무적 차원의 개선방안을 도출하는데 있다. 이를 위해 첫째, 스마트시티 리빙랩의 정의와 지자체의 스마트시티 예산 수립 절차를 이론적으로 고찰하였다. 둘째, 빅데이터 분석을 통해 스마트시티 리빙랩에 대한 대중적 측면의 이슈 사항을 도출하였다. 셋째, 스마트시티 리빙랩의 추진사례를 검토하고, 심층인터뷰를 통해 현실적 차원의 이슈 사항을 도출하였다. 넷째, 도출된 이슈 사항을 종합적으로 유형화하여 스마트시티 리빙랩 사업의 개선 방향과 세부 추진 방안을 제시하였다. 시민의식의 향상과 스마트시티 기술의 발전, 그리고 정부의 적극적인 지원 정책에 힘입어 스마트시티 리빙랩 사업은 점차 다양화될 것으로 예상되므로 정교한 사업 전략 마련은 필수적이며, 그 기초자료로 이 연구가 활용되길 기대해 본다.

Recently, the smart city living lab projects led by citizen participation are attracting attention. The purpose of this study is to elicit practical improvement strategies for the efficient operation of the smart city living labs. First, through the theoretical consideration, the definition of smart city living lab and the budgeting procedure of local governments were examined. Second, by using the big data analysis, the issues of the user side surrounding the smart city living lab were derived. Third, the in-depth interviews were conducted to elicit realistic issues. Fourth, those were comprehensively reviewed and categorized to establish the directions for improvement of the smart city living lab projects and present detailed promotion strategies. As the smart city living lab project is expected to gradually diversify according to the improvement of civic awareness, development of smart city technology, and the government’s active support policy, it is essential to prepare a sophisticated business strategy, and this study is expected to be utilized as basic data.
