본 연구에서는 최근 대표적인 선진국의 전략적인 연구개발프로그램(Strategic R&D Program)으로 커뮤니케이션 메카니즘 측면에서 잘 제도화된 평가시스템을 가지고 있는 Alvey프로그램(영국), ATP프로그램(Advanced Technology Program, 미국), Framework프로그램(유럽연합)을 대상으로 한 사레연구를 통해 각 프로그램의 평가에 있어서의 커뮤니케이션 메카니즘의 현황 및 특징들을 분석하였으며, 특히 효과적인 프로그램 평가시스템 구축에 대한 그 특징적인 원인의 하나로 평가과정상의 커뮤니케이션 메카니즘에서 찾고자 하였다. 본 연구에서 사용된 분석자료는 각 프로그램 평가보고서와 평가를 위한 가이드라인들에 나타난 사실을 대상으로 한 문헌조사를 중심으로 하고 각 프로그램 평가책임자와 프로그램 관리자들과의 인터뷰를 통해 보완되었다. 이들 프로그램은 국가의 전략적인 연구개발 프로그램으로 그 배경과 대상은 다르지만 철저한 평가제도를 갖추고 있다는 공통점을 가지고 있어 각기 특징적인 커뮤니케이션을 위한 전략을 가지고 있었다. 평가자와 의사결정자 사이 커뮤니케이션 질이 평가과정이나 평가결과의 사용과의 높은 상관관계가 있다는 많은 연구들에서 말해 주는 것처럼 좋은 평가제도 그리고 결과의 실질적인 활용을 위하여는 정책결정자, 평가자 및 연구자 등 평가관련자들 상호간의 활발한 커뮤니케이션이 이루어져야 하며, 이들간의 원할한 의사소통이 이루어질 수 있도록 제도적인 장치가 마련되어야 하고, 특히 그 중요성에 대한 인식재고가 우선되어야 한다.

This paper identifies and compares the communication mechanisms for the evaluations with reepresentative samples of public R&D programs. The research methodologies are based mainly on face to face interview and cross-national comparative analysis methods. The three R&D programs which are the subject of case studies are the Alvey program(UK), the Advanced Technology program(US), the Framework program(EU). The Alvey program evaluation has the most various communication mechanisms and evaluators communicate much more with decision makers as well as researchers in the evaluation procedure. The ATP evaluation has multiple communication mechanisms, particularly with researchers and research communities. Multiple channels of communications are recommended. Evaluators have to report and communicate different kinds of information to different individuals in different forms at different stages in the evaluation. Communication mechanisms are necessary to collect information from the researchers and feed back the findings of evaluation to the appropriate policy makers. Whatever the reasons, poor communication can be bad to an evaluation.
