본 연구는 정책은 합리적 결정이라기보다는 행위자들간 정치적 상호작용의 산물이라고 인식하고, 이러한 주장을 의약분업 정책형성과정의 분석을 통해 규명하였다. 사례연구에서는 정책형성과정에서 누가 정책을 주도하느냐에 따라 네 단계로 구분하고, 각 단계마다 참여주체와 주도적 행위자, 그리고 참여주체간의 영향력 관계 등의 변수를 통해 정책형성과정을 분석하였다. 사레분석 결과 정책형성과정에 대한 다음의 시사점을 얻었을 수가 있었다. 첫째 정책형성이 단선적, 일방적 과정이 아니라 시간과 상황에 따라 끊임없이 참여자들간 상호작용하면서 변화해 가는 역동성은 확인할 수 있었다. 둘째 정책형성과정 단계마다 정책참여자와 이들간의 역학관계가 변화하고, 이러한 역학관계에 따라 정책내용이 결정하였다. 셋째 정책의 주도권을 누가 행사하느냐에 따라 정책내용이 달라졌다. 정책주도권자가 특정 정책대안을 제시하면, 정책내용은 제시된 대안범위 내에서 참여자간 협상과 조정을 통해 정책대안이 결정되었다. 넷째 정책형성과정에서 시민단체가 정책조언자로서 역할에 그치지 않고 정책형성과정에 영향력을 행사하였다. 과거 권위주의체제 아래서는 중요한 정책형성이 주로 정부에 의해 이루어졌으나, 의약분업정책의 경우처럼 시민단체가 정책형성과정에서 적극적 역할을 하면서 영향력을 미치는 경우는 드물었다. 시민단체의 이러한 역할은 기존의 정책형성구조로는 할 수 없었던 의약분업정책을 결정하는데 결정적 역할을 하였다. 결국 본 사레연구를 통해서 밝혀진 이러한 특성은 의약분업정책의 단일사례라는 한계가 있지만, 정책은 역동적 과정에서 정책참여자들간의 협상과 조정의 상호작용을 통해 형성된다는 점을 확인할 수 있었다. 따라서 정책은 합리적 결정이라기보다는 정책행위자들간 정치적 상호작용의 결과라는 의의를 얻을 수가 있다.
In this article, I thinks that the policy assumes a product of political interaction rather than rational decision-making and analyse separation policy of prescribing and dispensing drugs. By employing method of case study, I adopt a political perspective in understanding the policy formation process. I divide steps of policy formation into four by initiating policy formation, and each steps analysed into relations between participants and their power. This study suggest following theoretical implications and practical lessons. First, policy formation is a dynamic process through political interaction between participants. Second, each steps change into power structure of participants, which decide on the policy contents. Third, policy contents are decided by policy initiators. If they show policy plans, these are decided on negotiation and coordination out of the presented plans. Fourth, citizen-groups play a decisive role rather than an adviser in policy formation. Finally, policy-formation process in Korea makes through negotiation and coordination in dynamic relation of participants. Thus, this study implies that policy turns a product of political interaction rather than rational decision-making.
