본 연구에서는 기초자치단체장의 정보화 리더쉽, 웹매스터의 전문성, 웹매스터의 사기, 웹 사이트에 대한 교육학습체계, 웹매스터의 조직내 영향력, 웹 운영자원, 웹이용 신뢰·편리성, 웹 운영자원 등 7가지의 조직내적 요인이 주민의 생활민원 처리를 위한 기초자치단체 웹 사이트의 활용에 미치는 영향에 대한 인과경로모형을 구성하여 실증적으로 분석하였다. 첫째, 웹이용 신뢰·편리성과 기초자치단체장의 정보화 리더쉽이 생활민원 처리를 위한 웹사이트 활용에 가장 큰 영향을 미치는 변수로 확인되었다. 특히 웹이용 신뢰·편리성이 가장 강력한 독립변수로 밝혀진 것은 웹사이트에 있어서 민원인과의 Interface환경의 중요성을 보여준다. 둘째, 기초자차단체장의 정보화리더쉽은 웹사이트 활용에 대하여 직접적인 영향 뿐만 아니라 웹매스터의 사기와 웹매스터의 전문성, 웹이용 신뢰·편리성을 매개변수로 하여 간접적인 영향을 미치고 있는 것으로 밝혀졌다. 셋째, 웹매스터의 전문성과 사기는 웹이용 신뢰·편리성을 매개로 하여, 웹사이트 활용에 간접적으로 영향을 미치고 있음이 밝혀졌다. 넷째, 웹이용 신뢰·편리성에 대한 웹 운영예산규모의 영향에 확인되지 않았는데 이는 웹사이트의 효과성에 영향을 미치는 요인에 대한 정밀한 연구와 이를 바탕으로 한 정책의 수립과 추진이 요청됨을 시사한다. 마지막으로 웹사이트에 대한 조직내 교육·학습체계의 영향이 확인되지 않았으며, 이는 상향적 또는 수평적 의사소통의 부족에 기인한 조직학습체계의 미성숙에 있는 것으로 추정된다.

We analyzed empirically the causal paths between the organizational factors of Korean local governments and the use of web-site for solving citizens` complaints which are related with their daily lives. The organizational factors are the informational leadership of Korean local governments` chief executive, the specialized capacity, morale, and organizational power of their web masters, the education and learning system for their web-site, their budget for web-site, and their web-site`s convenience with confidence. The multiple regression analysis shows that the informational leadership and the convenience with confidence influence directly the extent that citizens take advantage of their local government`s web-site to ask the government to solve their complaints. Then, the latter`s influence is greater than the former`s. The informational leadership makes an influence on their web-master`s specialized capacity and morale. As well, these two factors are among the independent variables of their web-site`s convenience with confidence. That is, the leadership makes indirect influence on the use of the web-sites by way of their web-site"s convenience with confidence.
