공무원의 부패문제를 분석함에 있어서 그 동안 부패발생의 원인이나 처방에 있어서 개인 중심적인 논의가 다수를 차지하였다. 물론 부분적으로 조직수준이나 혹은 나아가서 정권 수준에서의 분석까지 이루어지지 않은 것은 아니지만 추상적인 논의가 많았다. 다만 최근 들어와서 일부 네트워크 개념에 기초한 분석이 시도되고 있다. 본 연구에서는 이와 같은 기존의 개인 중심의 분석을 보완한다는 의미에서 부패구조의 측면에서의 분석을 제시하였다. 이 논의를 위하여 기존의 Klitgaard의 논의를 수정한 모델을 활용하였다. 수정된 Klitgaard의 모델은 기존의 고객-후원자의 단원적 관계를 주인-고객-후원자의 복수의 관계로 확장한 모델로서 다양한 설명을 가능하게 한다. 이 논문에서는 이 모델을 활용하여 경찰 공무원의 부패문제를 분석하였다. 경찰 공무원의 경우 부패 발생의 가능성이 상대적으로 높을 뿐만 아니라, 본 연구에서 제시하는 구조적 특성을 많이 지니고 있기 때문이다. 다만 본 연구는 부패구조의 형성을 위한 탐색적 연구의 성격이 강하므로, 추후 사례를 대상으로 하는 실증적인 분석이 뒷받침되어야 할 것이다.

This whie, an individual-centered perspective is mainly used in the analysis of causes and control mechanism of the official`s corruption. Of course partially some studies are carried out in the organizational or governmental dimension, but these sudies are very limited and abstractive. Then, recently some analysis have based on the conception of network about corruption or relationship of corruption-related actors. This research suggested structural approach to supplement the existed limited individual approach. For this approach, I revised and used the klitgaard`s model. Revised klitgaard`s model expanded existing single-tiered relationship of client-patronage to the multi-lateral relationship of principal-client-patronage relationship. In this paper, I analyzed the police corruption by using this model. The possibility of corruption in police is very high. and has structural characteristics. Then, as this thesis is explorative study for the formation of the structure of corruption, many positive analysis are needed for the systematic study.
