본 연구는 정부기관 운영의 책임성과 자율성 제고에 따른 정부기관의 개혁 차원에서 도입되고 있는 현행 책임운영기관제도 도입상 문제점을 밝히고, 우리 나라 정부기관에 책임운영기관제도를 발전시키기 위해서는 무엇이 필요한지를 논의하였다. 기본적으로 책임운영기관제도의 이론적 바탕인 자율책임조직원리 입장에서 ① 전략적 목표 및 운영방식, ② 조직능력 제고, ③ 성과평가, ④ 책임운영기관의 설치 및 확대 등을 위해 우리 나라 책임운영기관이 어떻게 운영되고 있으며, 어떤 문제점과 한계가 있는지를 분석하여 종국적으로 우리 나라 책임운영기관제도의 개선방향을 살펴보았다. 책임운영기관 제도 시행 1년을 맡는 현 시점에서 각 평가기관과 평가자들은 우리 나라 책임운영기관에 대해 대체로 긍정적으로 평가하고 있으나 아직도 법률상의 문제와 이에 따른 운영상의 제약으로 인해 책임운영기관의 발전을 저해하고 있는 바, 책임운영기관 제도의 도입 취지에 맞도록 제도의 보완이 필요하다.

Korean government introduced the U.K. model of the executive agency system last year. The purpose of this study clarify the problems of the agency system of Korean government and analyze what`s necessary for further development of the agency system. For this purposes, the study argues 1) the strategic plan goals and the operation system, 2) the improvement of organization capacity, 3) the evaluation of the results, 4) the establishment and the expansion of the agency system in Korean government. Other recent studies tend to evaluate the agency system of Korean government positively in the side of the establishment of the system and its operation results. However, the agency system of Korean government has some problems to overcome for further development in the side of `the law on the establishment and operation of agency system` and its actual management and operation.
