본 논문은 중론적 변증법과 총체성 및 상호교섭론 등을 기본적인 패러다임으로 하고 있는 다차원 정책론이 정책분석-과정 및 정책사실-가치 이원론에 적용될 가능성을 중점적으로 논의하였다. 다차원적인 정책현실에 타당하고 적절한 정책이론은 다차원적이어야 한다는 명제를 가진 다차원 정책론은 정책이론과 현실의 괴리현상을 극복하고자 하는 이론적인 정향을 가진 정책학의 한 이론이다. 따라서 정책분석과 과정 및 사실과 가치의 이원론에 이를 적용하여 볼 때는, 다차원 정책론의 기본패러다임인 중론적 변증법과 상호교섭론이 이원론적 변증법의 한계를 어떻게 극복할 수 있는 있을 것인가 하는 문제에 한정하여 그의 가능성을 중점적으로 논의하였다. 따라서 다차원 정책론에 의하면, 정책분석이나 정책과정, 정책사실과 가치 등은 상호간에 그 자체의 독자적이고 독립적인 실체를 가지고 있지만, 이것은 서로 의존하면서도 방해되거나 장애가 되지 아니하기 때문에 가능하다고 설명할 수 있다. 또한 독립적이지만 그 자체로서 불변의 실체가 있는 것이 아니라, 때와 조건에 따라 존재한다고 보는 상호교섭론의 입장에서 정책분석-과정 및 정책사실-가치의 중론적 변증법의 가능성을 이해할 수 있을 것이다. 그러나 실천적인 관점에서 볼 때, 다차원 정책론을 정책분석-과정 및 정책사실-가치 이원론에 어떻게 적용할 것인가, 나아가 다차원 정책론을 적용하여 위의 이원론을 정책학의 기본적인 이론으로 어떻게 정립할 수 있을 것인가 하는 점 등은 보다 체계적으로 논의되어야 할 분야이다.

The real worlds of policy theory and practice cannot be fully understood by the dichotomous ideology, in which it is limited to analyze the controversial but harmonious worlds of both theory and practice in themselves. And the dichotomy is sometimes wrong because of its logical fallacies issued from the dialectical reasoning. A multidimensional policy theory is a conceptual or paradigmatic framework to be malleable to the complexities of both policy theory and practice ensuring the totalistic and the interpenetrative approaches to the policy worlds. The policy practice and problems need multidimensional approaches and solutions, then, the policy theories to be multidimensional for being harmony with these multidimensional realities. This multidimensional policy theory can explain the other diverging policy phenomena in both policy analysis-process and policy fact-value and lay out a methodology for prescribing those dichotomies: the developments between policy process and analysis theories can be integrated into the structure under the name of policy sciences; also the policy fact-value dichotomy is in itself not the real substance and the two worlds are not different, but they are concurrently interpenetrated because they are reciprocally dependent and non-obstructive.
