정책에 대한 순응의 확보기제로서, 또는 새로운 인적자원관리 방식으로서 `신뢰`에 대한 관심이 증대되면서 다양한 형태의 실증연구가 이루어지고 있다. 그런데 이들 연구의 대부분이 신뢰에 대한 명확한 개념화를 결여한 채 신뢰의 원인과 결과를 실증적으로 규명하고 그에 근거한 실천적 처방의 제시에 주력하고 있다. 물론, 이러한 처방이 성공적인 정책집행과 인적자원의 관리를 위해 중요한 작업임은 분명하다. 그러나 본 연구는 실증적 연구가 제시하는 처방의 현실적합성은 연구대상으로 하는 현상에 대한 명확한 개념화를 전제로 하므로 신뢰개념의 명확화가 신뢰의 원인과 결과의 실증적 규명보다 선행되어야 한다는 문제의식에서 출발하였다. 이에 본 연구는 신뢰의 개념적 명확화를 신뢰의 개념적·경험적 다차원성(multidimensionality)에 초점을 맞추어 이론적으로 논의하고 실증적으로 규명하였다. 연구결과, 신뢰는 개념적으로나 경험적으로나 인지, 감정, 행동의 다차원적인 개념임이 밝혀졌다. 이러한 결과에 근거해 신뢰의 다차원성이 신뢰자체에 대한 이해는 물론 정책(정부)신뢰를 비롯한 다양한 형태의 신뢰에 대한 실증 연구에 주는 함의를 논의하였다.

With recognition of importance of trust on the policy compliance as well as human resource management, this study is based on the underlying premises as follows. First, relevant conceptualization of trust will be essential factor for the validity of empirical research and prescriptions based on the empirical investigation. Second, the dimensionality of trust construct is crucial to the problem of conceptualization and measurement. Under these assumptions, this study investigates whether trust is a unidimensional or multidimensional construct. Theoretical considerations suggest that trust has cognitive, affective, and behavior dimensions. Through confirmatory factor analysis and regression analysis, the multidimensionalty of trust construct identified by theoretical review was tested. The results provided support for the multidimensionality of trust. The implication of these findings on the relevancy of the research regarding trust construct was discussed.
