이 논문은 정보화 추진과정에서 드러난 정보서비스 이용피해, 정보화부처간 갈등, 초고속인터넷의 급속한 확산이라는 일련의 사건들이 개인과 조직 그리고 생활세계에 미친 영향을 현상학적을 분석한 것이다. 원래 정보화는 사회·문화적 상황과 이용자의 요구를 반영하여 사회성원의 삶의 질 향상과 조직 및 사회생활의 질적 성숙을 두 축으로 전개되는 것이 원칙이었다. 하지만 분석결과, 우리 나라의 경우 정치·경제적 상황과 공급자중심의 지배메카니즘이 오히려 큰 영향을 미쳐왔다고 볼 수 있다. 왜곡된 정보이용료 부담과 부처간 이기적 갈등, 초고속인터넷의 양적 팽창은 정치·경제적 상황과 공급자중심적 요소가 정보화에 발현된 대표적 사례라 할만하다. 이들 사건은 사회구성원의 요구와 권리를 말살시키면서 수동적이고 순응적인 성향으로 변질시키는 결과를 낳았을 뿐만 아니라 사회구성원간 합의가 충분치 못한 정보화가 편향성을 띤 채 전개될 수 밖에 없는 중요한 요인이 되었다고 볼 수 있다. 따라서 장차 성숙된 정보화를 위해 정보화 촉진과정에서 개인, 조직적, 사회적 수준에서 가치와 방향에 대한 고려가 요구된다.

Nowadays, informatization is familiar to everyone, However, most studies on the informatization have been carried out based on the techno-economic background of positive approach. The informatization in this study has the critical view that is distincts from and contains phenomenological perspective which current studies have overlooked. which allow us to have a clear picture of the informatization and to look into the informatization phenomenon from individual, organizational and community level of view. With this phenomenological context of the informatization, the Korean government should re-examine the basic direction for its informatization policy, that is, A drastic switch in informatization policies is necessary. At the networked community level, Korea needs to strengthen informed community competitiveness by advancing information infrastructure and by promoting the information industries. Also, Korean government should activate a public-based information-using by encouraging socio-cultural levels.
