본 연구는 지식기반사회에서 국가연구개발사업의 변화된 패러다임 속에서 현재의 국가연구개발사업의 성과관리가 갖는 변화와 그에 대한 대응의 이슈를 지역협력연구센터사업의 사례를 통해 분석하였다. 연구목적을 위해서 지역협력연구센터사업에 대해 연구개발사업의 기획단계, 연구집단선정단계, 연구진행단계, 연구결과단계 등으로 나누어 주된 쟁점이 되는 사항들을 변수로 설정하여 현황분석을 하였다. 이러한 분석결과를 토대로, 지역협력연구센터사업에 있어서의 기획, 선정, 재정지원과 관련된 연구개발사업관리상의 문제점 및 정책적 방안을 제시한다.

The Regional Research Centers Program is assessed from a performance management analysis perspective. Policy management issues are identified in terms of planning, selecting, and financing the program. Among them are no significant increases in investment on the university and industry part, deviation from the initial program focus which is to solve barriers to technology development faced by regional firms, and concentration on `popular` areas of technology or industrial sectors. Policy recommendations are suggested.
