본 연구는 정책 딜레마에 대한 기존의 공리주의적 접근을 비판하며, `보호된 가치(protected value)`의 개념을 도입하여 절대주의적 접근을 시도한다. 정책 대안들에 대하여 보호된 가치로 인식할 수록, 정책 딜레마가 형성될 가능성이 높다는 것이 본 연구의 핵심적인 가설이다. 이를 확인하기 위하여 설문을 통한 실험을 수행하였으며, 보호된 가치 지표(PVI)와 정책 딜레마 지표(PDI)를 구성하였다. 하나의 정책 대안에 대하여 보호된 가치로 인식하지만 다른 정책 대안에 대하여는 보호된 가치로 인식하지 않을 때, 정책 딜레마의 수준이 낮아진다는 점을 확인할 수 있었다. 전반적으로 실험 결과는 보호된 가치와 정책 딜레마간에 긴밀한 관련성이 있다는 점 그리고 정책 딜레마하에서 선택의 지연과 회피를 선택하려는 성향이 높다는 점을 지지하여 준다. 끝으로 본 연구의 실험 결과가 정책 딜레마의 연구에 주는 시사점을 논의하였다.

Policy dilemma can be defined by different perspectives. It can be defined from the perspective of the utility that policy outcome will bring. Contrary to the utility approach, policy dilemma can be defined from the policy values themselves. This paper deals with the latter perspective. The value perspective says that a policy dilemma arises from the conflicting values embedded in policy options rather than conflicting utilities resulting from outcomes of policy options. In this paper policy dilemma is defined by the concept of protected value. The main hypothesis of this study is that policy dilemmas arise when policy makers should discard a protected value. This means that policy dilemmas arise from the situation of trade-off between different protected values. In this paper several experiments with the policy dilemma situations are designed and performed to test the hypothesis. The experiments supported the hypothesis.
