본 연구는 해고실업자들이 재취업할 때에 흔히 경험하는 임금손실(earnings loss)의 문제를 해결하기 위한 하나의 대안으로서 검토되어온 임금손실 보조금 제도의 잠재적 효용성을 탐색해 보고자 수행되었다. 임금손실 보조금 제도는 정부가 임금손실을 경험하는 해고실업자들에게 일정액을 보조금으로 지급하여 손실액을 보상해주는 정책적 방안이다. 본 논문은 먼저 임금손실 보조금 제도에 관한 이론적 논의들을 살펴보고, 임금손실 보조금 제도에 관한 세계 유일의 경험적 연구로 존재하는 캐나다의 Earnings Supplement Project의 데이터를 재분석해 보았다. 본 논문은 임금손실 보조금 제도가 대상집단의 인적자본, 직업, 재정적 어려움의 정도, 지역경제의 특성 등에 따라 제한된 효과를 가질 수 있음을 경험적으로 밝혀내고 우리나라에서 임금손실 보조금 제도를 도입할 경우 고려할 만한 정책적 시사점들을 제시하였다.

In this study, I attempted to assess the effectiveness of earnings subsidy scheme, which has been suggested as an effective way of addressing the earnings loss problem of displaced workers. Earnings subsidy scheme is a policy instrument that gives a certain amount of subsidy to displaced workers who experienced earnings loss. I first examined theoretical arguments that have been made on the issue of earrings loss and subsidy scheme. Then, to draw empirical implications, I re-analyzed the data from Canadian "Earnings Supplement Project," the only existing empirical study on earnings subsidy scheme as far as I aware of. I found that earnings subsidy scheme may have a limited effect depending on the education attainment, occupation, financial hardship of target population, and local labor market conditions. Finally I suggested policy implications that Korean government should take into account when it considers adopting the earnings subsidy scheme.
