국가재정은 경제성장 및 안정화 기능, 자원배분기능, 소득재분배 기능의 3가지 기능을 통하여 국민경제에 큰 영향을 준다. 이러한 기초적인 경제학적 사실을 우리나라의 1948년∼2000년까지의 국가재정을 경제성장 및 안정화 기능에 중점을 두고 각 공화국별로 실증적인 분석을 통해 확인해 보는 것을 이 연구의 목적으로 한다. 이를 위하여 우선 중앙과 지방의 정부예산을 통합한 한국국가통합예산을 기반으로 하여 재정변수를 선정하였으며, 정부의 경제정책과 법안 발표 회수를 기반으로 경제정책운용 변수를 선정하여 경제성장 변수와의 관계를 분석하였다. 또한 보전재원 중에서 한국은행 차입금과 국공채와 물가상승률의 상관관계를 분석하여 경제안정화 기능을 살펴보았다. 이 연구 결과에 의하면, 제3공화국∼김영삼정부까지 국가재정은 역대 공화국에 있어서 경제성장에 주도적인 역할을 해왔고 경제성장 정책도 시기적절하게 운영되었다. 그러나 IMF 이후의 국가재정과 경제성장정책은 경제성장에 도움이 되지 못한 것으로 보인다. 경제성장 기능에 비하여 국가재정이 경기를 조절하는 기능과 물가안정정책은 큰 효과가 없는 것으로 나타났다. 또한 한국은행 차입금이나 국공채를 활용한 적자 보전정책은 장기적으로나 단기적으로 구축효과보다는 국민소득증대효과가 더 크게 나타났다. 특히 지금 같은 경기침체기에는 국민경제에 큰 영향을 미치는 정부의 재정정책이나 경제정책에 대해 효과성과 신중성을 다시 생각해 볼 필요가 있다.
National finance has a great effect on the national economy through the three functions of economic growth and stabilization, resource allocation and income distribution. The purpose of this article is to examine these well-known facts by analyzing the Korean budgets from 1948 to 2000, which is focused on the function of economic growth and stabilization. For this, variables in finance are chosen on the Korean National Public Budgets, which congregated the budgets of central government and local governments. And variables in policy operation are chosen on the number of publishing economic policies and laws related to them. Then, I will analyze the relation between these and the economic growth variables. Also, I will examine the function of economic stabilization by analyzing the correlation between borrowings from Korean National Bank & public bond and the rate of inflation. Then I came to a conclusion as following. From 3rd republic to Kim Yong-sam government Nation finance played a leading role in Korea`s economic growth, and carried out policies for economic growth timely and properly. But since IMF, National finance and economic policies are likely to be helpless for growth. And the function of stabilization is likely to have less effect that of economic growth. In addition, the effect of GDP growth is greater than crowding out in the policy for deficit preservation using the borrowings from Korea Nation Bank and public bonds.
