김대중(DJ)정부는 정부 출범과 동시에 강력한 규제개혁정책을 추진하였는데 이것은 역대 어느 정부가 실시한 규제개혁정책보다도 과감하고 실질적이었다. 그럼에도 불구하고 일반 기업과 국민이 보는 규제개혁의 체감도는 아직도 낮은 편이다. 그러면 왜 이러한 불일치가 생기는 것인가? 왜 한국에서는 전면적이고 보다 만족할 만한 규제완화를 향한 개혁이 효과적으로 추진되기 어려울까? 이 논문은 이 질문들에 대한 답을 찾으려는 노력이다. 지금까지의 규제개혁에 관한 대부분의 연구와 보고서가 규제 개혁을 단순한 정책집행상의 행정적인 문제로 보고 집행상의 실패나 장애요인 제거 또는 순응확보의 차원에서 접근을 시도하고 있는데 이것은 문제의 한 단면만을 본 것으로 문제의 보다 포괄적 설명과는 분명한 거리가 있다. 규제개혁은 본질적으로 핵심적 정치문제이다. 따라서 규제개혁이라는 문제를 이해하려면 이를 둘러싸고 있는 정책 환경상의 다양한 요인은 물론 그 요인간의 정치적 역동성과 제약요인을 반드시 고려해야 한다. 이 논문에서는 한국에서 규제개혁정책에 영향을 미치는 변수들로 정치문화의 유산, 정부정책의 과제구조, 대통령의 통치철학, 권력집단의 이익구조, 정책집행자의 의식구조, 그리고 정책대상집단의 특성을 선택하고 이들 요인들이 규제개혁의 방향, 내용, 강도에 미치는 영향력을 분석하였다.

The DJ government has launched the strongest regulatory reform policy ever taken in Korea. Nevertheless, the regulatory reform is still far from satisfactory in the public`s perception. Why is this the case? Why could not the government implement a far more satisfactory reform measures in a systematic and efficient way? This paper tries to answer this question. There are big discrepancies between the intended regulatory reform and the realized one. Recognizing that the regulatory reform is basically a political issue, this paper suggests to consider the political dynamics and structural constraints affecting the regulatory reform process. From this proposition, this paper examines such variables affecting the regulatory reform process as the political cultural tradition, the main task structure of the government, the political philosophy of the President, the structure of interest groups, the value orientation of the government bureaucrats, and the characteristics of policy target groups.
