This thesis is to build a methodology for the data bank of `Korean-foreign languages` auto translation system. To find a general and universal laws of human languages, we have to notice that the language is the tools of expression and that the expression is the product out of our recognitions and our judgments. Therefore, it is the most important to find the general and universal laws of our recognitions and judgments. The model of communication can be classified into `the judgment on the situation` and `the pure syntactic class`. `The judgment on the situation` can be classified into `the judgment on the human`, `judgment on the time and space`, `judgment on the things` and `the judgment on the affairs`. This thesis is focused on `the judgment on the human`. If a description of the other classes is done, general laws of the human language can be grasped more concretely. And the description can be a essential manure not only to the auto translation system but to the general linguistic theory.
