The purpose of this research is to provide a framawork of developing process of high school `Reading text` in the 7th National Curriculum. In Korean Language education, the role of a textbook is highly important because it reflects the educational objectives, instructional design, teaching methodology and assessment. The results summarized as following ; (1) The cosidering point in developing a textbook is to compose reading scope and sequence. In the 6th National curriculum, the reading scope is composed of essentiality, principal and practice. This system is ambiguous, especially reading attitude and motivation. So we need more effective system. In the 7th National Curriculum, Reading textbook is composed of essenality and practice. And we will consider realms of interdisciplinary science and the `media` in reading data. (2) The textbook must reflects methodological theories ; example for direction instruction, explicit instruction, reciprocal teching, self-monitoring strategy, DRA, DRTA, and whole language approch etc. Especially new curriculum direct toward student- centered curriculum. (3) The textbook is to provide a framwork of reading assessment. Reading assessment must provide qualitive and meaningful information of students reading ability. Now days assessment is performance assessment.
