프랑스는 독일과 더불어 대표적인 비스마르크식 복지국가의 특성을 지니고 있다. 1980년대와 1990년대의 유럽복지환경의 급격한 변화는 영·미권 국가들의 복지체제를 `신자유주의적` 체제로 변화시켰고, 비스마르크 복지모형의 특징을 지니고 있는 프랑스의 사회보장제도 역시 새로운 변화에 직면해 있다. 새롭게 발생하는 사회적 약자 보호의 필요성, 복지재원 충당의 필요성 그리고 사회파트너들에 의한 관리의 문제점으로 인해 복지부문에서의 국가개입이 점차 강화되고 있는 실정이다. 이는 프랑스에서 비스마르크식 복지모델이 악화되고 있으며, 배버리지식 복지모델의 특성이 나타나고 있다는 것을 의미한다. 본 논문은 프랑스 복지개혁의 원인과 내용을 분석해 봄으로써 복지모델의 수렴화 경향을 파악하고자 하였다.

France is one of the countries in continental Europe where social protection is essentially based on corporatism and the insurance principle. The social security system was comprehensive, complex and pluralistic. The oil crises of the 1970r and the deepening recession was forcing French governments to adapt their policies in response to budgetary deficits and rising unemployment. This article examines how recent reforms in France have sought to shape social policy in the face of socio-ecomonic and demographic change. Rebalancing social security contributions has been a longstanding preoccupation of the French welfare reforms So, in the 1990s, frenc socialist attentions turned towards the fiscalization of social security(CSC, RMf) toward financing the system through general taxation rattler than wage-based contributions.
