사람을 알면 정책을 이해할 수 있다. 정책은 국가 내 정책엘리트의 활동결과이기에 정책변화와 특성도 이들의 인식과 행태에 대한 설명을 통해 가능하다. 이는 정책참여자의 성격이 정책특성과 전혀 무관치 않음을 의미한다. 실제로 정책과정에 수많은 인물과 조직이 참여하면서 정책에 영향을 준다. 특히, 정책이 정보와 지식을 바탕으로 이루어지는 고도의 의사결정행위라는 점에서 인적 요인이 커다란 영향을 미친다. 그 동안 정보사회 진전과정에서 정보화 정책이 역동적으로 변화하였다. 국가적 담론으로서 자리 매김한 정보화정책에 영향을 미친 인물이 누구이고, 인적 맥락에 따라 어떠한 인위와 특성을 보여주었는가? 이런 문제에 대한 해제탐색을 위해 시도된 본 글의 분석결과, 한국의 정보화 정책변화와 전개과정에서 정책관료의 역할이 지배적이었다. 여기에 학계 및 연구계 인사들이 참여하였다. 반면 정치인의 역할은 미약한 것으로 드러났다. 통상 인맥은 학·지·혈연 등에 의해 형성되는 것으로 인식되었지만, 정보화정책의 경우 기존의 연(緣)에 의해서라기보다는 정보통신전문지식과 기술을 매개로 형성되었음을 알 수 있다. 또한 정보화정책 인맥구성이 이질혼합적임에도 정책공감대 및 정책줄기가 유지될 수 있었던 것은 Professionalism에 바탕을 둔 연대 또는 유대감이 강하게 작용했기 때문에 가능했던 것으로 판단된다.

Korea`s informatization policy is undergoing significant change. It is attracting tile attention of actor in promoting ant implementing national informatization policy However, most studies on the informatization policy have been carried out based on the structural-functional background of positive approach. The informatization policy in this study has the actor view that is distincts from and contains chronological perspective which current studies have overlooked. which allow us to have a clear picture of the informatization policy change and to look into the characteristic of informatization policy from Chun Doo Hwan`s government to Kim Dae Joong`s, With this actor context of the informatization policy change, It is found that Information Technology and Professionalism have dominated the characteristic and stream of policy and brought about policy change.
