본 연구에서는 현행 우리나라 국고보조금제도의 운영에 있어서 지방자치단체들에게 일률적으로 적용시키고 있는 지방비부담방식에 있어서의 문제점을 공공재의 수요공급법칙을 이용하여 이론적으로 논의하였다. 이러한 문제점을 개선하기 위한 방안으로 지방비의 부담을 지방자치단체의 재정력에 따라 차등적으로 적용할 것을 제안하였다. 본 연구에서는 각 지방자치단체의 재정력을 나타내는 재정력지수를 기준으로 우리나라의 광역자치단체와 자치구외의 기초자치단체들의 국고보조금에 대한 지방비 부담비율을 구체적으로 산정하였다. 본 연구에서 제시한 방식으로 국고보조금제도가 운영된다면 국고보조금은 경제적인 효율성 차원뿐만 아니라 지역간 재정 및 지역발전의 형평성 차원에서도 큰 성과를 거둘 수 있을 것으로 기대된다. 특히 수도권을 제외한 도자치단체와 도내의 군자치 단체의 재정력지수는 상대적으로 낮아서 이들 지방자치단체들은 지금까지 국고보조금을 제공받기 위해서 과도한 지방비의 부담을 하여온 것으로 나타났으며 상대적으로 수도권지역과 광역시들이 상대적으로 가벼운 지방비의 부담으로 현행 국고보조금제도의 근 혜택을 입고 있는 것으로 나타났다.

This research discusses the problem of local fiscal burden for national categorical grants theoretically by using the law of demand and supply of public goods. In order to solve the problem, this paper supposes that local governments should have different fiscal burden according to local fiscal ability. If the national categorical grant system is operated under the scheme this paper presented, the nation will improve economic efficiency in government spending and equity among jurisdictions. Since fiscal power of local governments except for capital areas is very small, they have had heavy local fiscal burden to obtain national grants. This paper shows that local governments in capital areas and large city governments have had a big favor because of light fiscal burden under our national categorical grant system.
