이 논문은 최근 동아시아권에서 한국 대중문화가 선풍적 인기를 끌고 있는 소위 `한류` 현상의 원인과 특징을 분석하고 문화산업정책에 대한 함의를 논의한다. 한류 열풍을 야기시킨 원인으로는 1) 한국 대중문화의 높아진 경쟁력(내적 요인), 2) 동아시아 정치경제적 변화(외적 요인), 3) 소수의 기업가적 활동가들(개인적 요인), 4) 음반산업의 해외진출을 위한 정부 지원(정책적 요인)을 꼽을 수 있다. 한류 현상의 특징은 첫째 대중가요가 선두주자 역할을 담당했다는 점이며 둘째 누구도 기대하지 않았던 `설계되지 않은 성공`이라는 점이다. 문화산업의 발전과 성공적인 해외시장 진출을 위해서는 정책적으로 창작의 자유보장과 문화시장의 개방이 필요하다.

This paper analyzes how Korean popular culture has created a cyclone in East Asian countries in recent years, and suggests some policy implications. Four main causes of the recent Korean Wave are discussed. They are 1) internal dimestion: the high competitiveness of the Korean entertainment industry. 2) external dimension: the political economic changes in East Asia. 3) personal dimension: active entreprenours, and 4) policy dimension: Korean government`s support for overseas marketing. Two findings need special attention regarding the characteristics of the Korean Wave. First, it has been led by the Korean popular music industry which has never received any policy support from the government. Second, the remarkable overseas achievement of the Korean cultural industry is a `success without design.` From this analysis it is recommended that the government should abstain from regulating the freedom of creation and keep our domestic cultural market open.
