이 연구는 전국 자치단체의 핵심과정들을 대상으로 실시된 설문조사를 통해, 다양한 외부 행위자들이 지방관료제의 행위와 정책에 미치는 상대적 영향력을 평가하였다. 도출된 결론은 지방관료제는 다양한 외부행위자들로부터 행사되는 거미집처럼 얽히고 설킨 영향력의 다차원적인 맥락 하에서 가능하지만, 그럼에도 불구하고 지방관료제에 지배적인 영향력을 행사하는 것으로 평가된 행위자는 단체장이다. 외부 행위자들의 영향력에 대한 관료들의 평가에 의하면, 단체장은 기업, 지역유지, 이익집단, 정당, 언론을 비롯한 지방정부의 사회경제적 세력은 물론 심지어 상위정부보다도 지방관료제에 높은 영향력을 행사하고 있다. 단체장의 영향력에 관한 회귀분석은 또한 지방관료제에 대한 단체장의 영향력을 제약하기는 어려워도 촉진시키기는 용이함을 실증한다. 이러한 실증결과들은 한국 지방정부의 권력구조는 단체장이 지방권력 계층의 정점에 서서 지방관리제를 지배하는 단체장 독두체제라는 기존의 사례연구의 결론을 지지하는 것이다.

This research compared among the degree of influence exerted by each of major external actors upon the actions and policies of local bureaucracy. External actors included for the assessment was nine groups. They encompass mayors, local council, local business and economic elites, interest and clientele groups, political parties, local media, the general public, and two intergovernmental actors of central and regional governments. Responses of mid-level managers of local government to mailed questionnaire survey were used for the evaluation. One of conclusions drawn from the analysis is that mayors were evaluated as the most influential actor in local policy and political processes. Further a regression analysis exploring 1,he sources of `variation in majors` extent of influence upon local bureaucracy indicates that though difficult to restrain mayors` influence upon local bureaucracy, it is relatively easy to facilitate it. All these demonstrate that power structure of Korean local government is mayor-dominated, in which mayors reign supreme at the most upper layer of local power ladders.
