본 연구는 환경문제의 점진적인 중요성 부각, 정당의 환경정책은 국가 환경정책의 근간을 형성한다는 점을 고려하여 제16대 총선에 후보자를 공천한 8개 정당을 보수와 진보정당으로 분류하였다. 그리고 이들 정당을 환경주의와 생태주의의 틀 속에서 정당의 환경 강령, 기본정책과 선거 공약을 비교 분석한 후, 그 결과를 토대로 정책적 함의를 논의하고자 한다. 한나라당, 새천년민주당, 자유민주연합, 민주국민당, 희망의 한국신당, 민주공화국은 보수정당이다. 민주노동당, 청년진보당은 진보정당으로 분류되었다. 보수정당은 환경주의, 진보정당은 생태주의 환경관을 선호한다. 보수와 진보정당은 친환경적 공약을 제시하고 있지만, 분석 결과는 전망의 부재, 민감한 쟁점에 대한 무표명, 원내정당의 공약 다양성, 진보정당의 정책 취약성, 보수정당의 유사한 공약제시 등으로 평가할 수 있다. 환경문제에 대한 전문성을 지닌 정책정당으로 발전하기 위해서는 첫째, 국민들의 환경문제에 대한 의식 수준의 변화에 비례하는 환경정책의 제시 둘째, 환경문제를 선거 전략의 일환으로 활용하는 선심성 공약의 철회 및 실행 가능한 정책과 공양의 제시 셋째, 소수정당의 차별화 된 환경정책의 제시 넷째, 정당은 정부의 비효율적·반생태적 환경정책의 추진에 대해 강력한 통제권을 행사하여야 한다.
Given the increasing importance of environmental issues in Korea, and the importance of political Parties` policies in the development of a national environmental policy, there is a need to develop a framework for evaluating the parties` environment policies. This research analyzes and classifies the environmental policies and platforms of the eight political parties fielding candidates in the 16th Congressional Elections into two broad categories. conservative and progressive, and assesses their relative commitment to environmental issues. In broad terms, the Hannara Party, Millennium Democratic Party, United Liberal Democrats, Democratic People`s Party, New Korean Party of Hope and Democratic Republican Party may be considered conservative The Democratic Labor Party and the Korea Youth Progressive Party are progressive, Conservative parties prefer environmentalism, and progressive parties prefer to ecologism. Both conservatives and progressives have declared their affinity for public commitment to environmental issues; however, the analysis shows no specific, concrete plans or policies related to environmental issues. Further analysis reveals a variety of commitments within parties, weak policies of progressive party and similar public commitments of conservative party. Four points appear essential for the development of a political party focused on environmental issues. First, That the party`s environmental policies reflect the degree of public interest in environmental problems. That the party cease to use environment solely as vote-generating mechanism during elections, and develop practical policies to which the public can commit. Second, That the party use the environment to differentiate it from other parties. Third, That the party expose the inefficient and ineffective environmental policies of the sitting government.
