최근의 환경변화에 따라 국가와 지방정부의 새로운 대응전략으로서 거버넌스의 형성과 운영에 관한 여러 논의가 확대되고 있으나, 실제로 거버넌스가 정부(정체)형성 및 운영의 원리로서 이론적 수준에서 어떻게 설명(explanation)될 수 있는가를 규명한 논문은 적다. 본 논문은 거버넌스를 ‘행위자의 자율성, 네트워크적 관리, 체제의 목표지향성의 특성을 포괄하는 하나의 새로운 통치운영의 양식’(a new operating mode of governing)으로 정의하고, 거버넌스의 구조와 그 필요성에 대하여 사회과학적 이론적 맥락과 연결고리를 찾아, 거버넌스 논의의 이론적 기반을 확대하고자 하였다. 이 논문에서 집중적으로 다루어진 이론적 지평은 루만(N. Luhmann)의 사회기술적 사이버네틱체제이론과 기든스(A. Giddens)의 구성주의적 구조화이론이다. 이 양이론을 통하여 사회의 분화, 복잡화에 대한 대응으로서의 통치양식의 변화와 구성주의적 형성논리를 현실세계에서의 각 정치사회체에서의 통치력(governing)의 확보와 거버넌스의 형성논리를 이론적으로 연결시키고 있다. 이 논문은 동시에 ‘정부형성으로서의 거버넌스’의 논리를 사회자본(social capital)과의 관련성, 지방거버넌스(local governance)의 형성전략 사례를 통하여 현실세계에서 통치력의 확보, 정부형성의 전략이 수립되더라도 그것은 든든한 이론적 지평 위에 마련된 (지방)거버넌스의 형성이어야 하며, 지속적 재구조화의 필요성을 인지하여야 한다는 실천적 함의를 제시하였다.

Though a lot of papers and articles dealt with a recent topic of ‘governance’ as a new response strategy of state and local government toward worldwide economic and societal change, there were little attention paid to how governance could be explained as a theory of ‘polity’ formation and operation at the theoretical level. This article defined governance as “a new operating mode of governing, including autonomy of actors, management by network, goal-orientedness of a system”. To extend a theoretical horizon of the discussion of governance, this article delved into a theory of socio-technical cybernetic system(N. Luhmann) and a logic of constructivism presented in structuration theory(A. Giddens) and connected them with a new mode of governing for a politico-social polity. In addition, this paper discussed the constructivist perspective with a notion of ‘social capital’ and ‘local governance’. The essential emphasis was placed on both the necessity of developing state and local governance found on sound theoretical horizon and its continuous restructuring.
