사회자본에 대한 기존의 논의는 오프라인 상에서 전통적인 지역사회와 참여, 그리고 의사소통의 수단 하에서 이루어졌다. 그러나 새로운 인터넷 환경 하에서 사람들은 온라인 상에서 사람들과 대화하고 관계를 형성하며 새로운 공동체를 구성함으로서 이전에 전혀 경험하지 못했던 환경이 조성되고 있다. 따라서 이 연구에서는 정보화사회에서 새로운 형태의 의사소통수단이 발달하면서 사람들과의 관계는 어떻게 이루어지고 있으며 참여 그리고 지역사회에 대한 관여가 어떻게 달라지고 있는지에 대하여 초점을 두고 있다. 정보통신기술과 사회자본은 어떠한 관계가 있는지를 경험적으로 분석한 연구의 결과는 새로운 인간관계의 형성과 변화, 확대, 그에 따른 사회자본의 형성과정의 변화를 인터넷이 가져올 수 있다는 사실을 밝히고 있는 한편, 가상공간을 통한 인간관계가 새로운 사회자본을 형성 및 증가시킬 경우에는 전통적인 사회자본 연구방향이 달라질 수 있다는 점을 제시하고 있다.

Most issues of social capital have been discussed in the traditional off-line environment. With the rapid development and diffusion of information and communication technology, the use of internet is widely disseminated in the community and as a result, people have the chance to communicate together, develop their relationship, and constitute the newly internet-based community which have never been experienced before. In this regard, it if interesting topics to discuss how they communicate among themselves through the internet and they are involved in the online environment. This study is to raise and explore the relationship between the information and communication technology and the social capital. The results based on survey data show that internet is highly correlated with the formulation of the social capital in virtual community, And also it is suggested that the use of internet can produce the change in formulating process of social capital.
