지방자치제가 본격화되면서 국가정책사업에 대한 관리가 위기상태에 있다. 정책사업의 관리체계상 국가정책사업은 주로 중앙정부가 결정하고 지방자치단체가 집행하는 형태로 운영되어 왔다. 그러나 각 자치단체별, 부처별로는 예산확보를 위해 총력을 기울이면서도 확보된 예산을 얼마나 효율적으로 집행할 것인가 혹은 얼마나 성과가 나타났는가에 대해서는 무관심해왔다. 본 논문은 농림사업 중 유리온실사업 사례를 중심으로 국가정책사업의 운영관리실태를 분석하여 얼마나 국가정책사업이 비효율적인가를 살펴보았다. 즉 사업에 대한 준비가 미약한 상태에서 형식적인 실적에만 급급하여 사업을 졸속으로 결정하고 집행하는 과정에서 막대한 예산의 손실을 가져와 국가, 지방자치단체, 농민(영농조합법인) 등 사업주체들이 막대한 피해를 보게 되었음을 확인할 수 있었다. 더군다나 이러한 사업부실에도 불구하고 책임지는 기관은 없었다. 모든 손실을 최종운영권자인 영농조합법인만이 감당하고 있었다. 따라서 재정지출관리체계상 성과중심예산운영, 수요자중심 재정운영체계 확립, 경쟁과 인센티브제예산운영 등 국가재정운영시스템의 개혁과 개선방안을 적극적으로 도입해야 한다는 점을 강조하였다. 또한 국가정책사업의 주요사업결정과정, 집행과정, 사업의 사후관리 등 재정지출과정과 관련하여 사례분석의 문제점을 근거로 효율적으로 운영하기 위한 대안들을 제시하였다. 중앙정부와 지방자치단체간 책임성을 높일 수 있는 대안을 중심으로 논의되었다.

State projects is crisis since local autonomy has come in earnest. Under the compatitive world-wide enviornment in the 21th, our government needs to improve state projects system for higher performances. Our government`s management system is not as efficient and effective as we expect, State projects(greenhouse projects) system is that as central government makes policy, local government carried out. Its role in policy-making process has recently been subjected to a searching reevaluation, not yet completed. Considered most simply, efficiency which dominates public expenditure or policy is achived when the budgetary processes is begined to work well. The important thing is to be clear about what each projects is intended to achieve, and what distinguishes a good projects from one This study deals with the issue of state projects. At first, this paper deals with the state projects issue, such as the central government`s policy-making process, local government`s execution procedure, issues related to the measures of performance, and presents framework of performance-oriented management system. And finally this study shows how this state projects management actually works by presenting the process of applying telements of public expenditure system in practice.
