본 연구는 지방자치제 도입 이후에 나타난 지방정부 재정지출 변화의 특성을 파악하고, 그것의 영향요인이나 관련요인을 분석하는 것을 목적으로 하였다. 지역개발과 복지의 각 분야를 독립적으로 분석해본 결과, 지방자치제 실시 이후에 각 분야의 재정지출이 증가된 자치단체가 감소된 자치단체보다 훨씬 더 많았다. 지역개발과 복지간의 상대적 관점에서의 분석결과, 지방자치제 실시 이후에 지역개발과 복지를 동시에 지향하는 자치단체가 가장 많았고, 이어서 개발지향형과 복지지향형이 각각 거의 비슷하게 많았으며, 동시회피형은 극소수였다. 지방자치제 실시 이후에 나타난 지방정부 재정지출 변화의 특성은 경제적·사회적·지리적 요인 등 환경적 요인으로부터 큰 영향을 받고 있으며, 정치적 요인이나 지방정치인의 개인적 특성 요인으로부터는 큰 영향을 받고 있지 않은 것으로 나타났다.

The purpose of this Study is to find characteristics of local government`s expenditure changes caused by implementation of local autonomy and to analyze determinants or related factors of them in Korea. Results of analysis showed that after implementation of local economy, many local governments had increased their expenditure and a few had decreased it in local development and social welfare field And the results showed that after implementation of local autonomy, a greate number of local governments had been at once local development and social welfare-oriented, a moderate number of them had been local development-oriented or social welfare-oriented respectively, and only a few of them had been at once local development and social welfare-avoided. From the results, 1 found that characteristics of local government`s expenditure changes caused by implementation of local autonomy had been much affected by environmental factors such as economic, social, and geographic ones, but had been rarely affected by political or local politicians` individual characteristic factors.
