지금까지 환경행정에 관한 분권화의 논쟁은 지역실정에 적합한 환경행정을 위해서 지방의 권한을 강화해야 한다는 주장과 지방의 여건과 현실이 개발위주의 성향을 강하게 띠고 있는 현실에서 환경행정의 지방분권은 환경파괴를 가속화 시킬 것이라는 주장으로 대치되어 왔다. 그러나 이러한 양자간의 주장은 환경행정권한을 일률적으로 지방자치단체로 분권화 한 것이 아니라 지방자치단체의 능력과 의지에 따라 차등화 시켜 분권화하자는 부분선점제도에 관한 연구들이 제시되면서 보다 합리적인 논의로 발전하고 있는 것으로 보인다. 지방자치단체의환경행정역량에 따라 차별적인 분권화를 추진한다면 문제는 결국 지방자치단체들의 환경행정역량을 어떻게 평가할 것인가라는 환경행정역량에 대한 평가의 문제로 압축된다. 이러한 문제인식을 바탕으로 본 연구는 지방자치단체의 환경행정역량에 대한 평가모델을 개발하고 이의 적용가능성과 활용방향, 그리고 문제점을 파악하고자 하였다. 그리고 평가결과를 바탕으로 지방자치단체를 유형별로 분류하고 유형별 정책방향을 제시하였다. 모델의 적용이 전국지방자치단체를 대상으로 하여야 할 것이나 자료구득의 어려움으로 그 적용을 경기도의 기초지방자치단체들에 한정하였다는 것은 이 연구의 한계로 남는다. 그러나 지방자치단체의 환경관리역량 평가를 위한 모델의 개발과 이의 적용가능성, 문제점의 탐구라는 기본취지에는 큰 무리가 없는 것으로 판단되었다.

The purpose of this paper is to develop model for evaluating local government`s environmental adminstration capacity and apply it to local governments to see limitations and implications of the evaluation. The evaluation model were constructed based on James Lester`s conceptual model which was used in classifying local government`s environmental management behavior into four different types: progressives. Strugglers, Delayers, and Regressives. Two different evaluation dimension, institutional capacity and committment to the environmental conservation were used to classify local government. The evaluation model in this study were a extension of Lester`s conceptual model. The model has four evaluation dimensions including institutional capacity, environmental management efforts in general, surveillance efforts for pollution industries, and environmental quality. Total of 248 local governments were surveyed with questionnaire but with low return rate except Kyung Ki Province. Thus, the model was applied to local governments in Kyung Ki province. Following the evaluation results, the local governments were classified into four different types. It was suggested in the paper that the evaluation results can be used to differentiate delegation of administrative power and amount of subsidies from the central government.
