일본은 지금까지 커다란 시대적인 전환기 때마다 정치중심을 이전함과 동시에 국정 개혁을 단행함으로써 새 시대에 부합되는 통치제도를 만들어 왔다. 일본은 지금이야말로 새로운 시대를 만들어 내기 위하여 메이지시대 이래의 현행 제도를 검토할 필요가 있고 역사적 전환을 시도할 시기에 와 있다고 보고 있다. 또한 수도기능 이전을 통하여 국가의 발전 전략을 극대화시키고 아시아 태평양 지역의 일원으로써 열린 국가 시스템을 구축할 수 있는 계기를 만들려고 하고 있다. 일본에서의 수도기능 이전 논의는 상당히 오랫동안 행하여져 왔고, 상당히 많은 연구와 논의를 통해 논점이 정리되고 연구결과가 축적되어 있다고 할 수 있다. 우리나라의 경우에는 아직 신행정수도에 관한 이론적 연구의 축적이 너무 빈약하다. 이전의 이유, 이전의 효과, 이전 방식 등에 대한 세밀한 연구를 통하여 국가의 대 역사인 신행정 수도 건설에 임해야 할 것이다. 한편 신행정 수도의 건설도 중요하지만 지방분권, 지방분산, 지역 균형 개발 등의 문제에 대한 실효성 있는 정책이 병행되어야 한다.

The history of Japan shows that relocation of the capital functions is an extremely effective means of ushering in a new age. Japan is now on the verge of relocating its national capital functions in the interest of vigorous promotion of reform in all aspects of national government for the 21st century. Current national capital, Tokyo, is saddled with traffic congestion, a shortage of affordable housing, and various other serious urban problems spawned by high density of population and resources. It is also relatively vulnerable to earthquakes and other disasters, and puts constraints on activities of international politics. The discussion of capital functions’ relocation has been continued for a long time in Japan, and the points of former discussions and the results have been settled down and cumulated through various studies and talks over. And, Japan is still trying to get national consensus through these discussions. There is only a few theoretical studies on New Administrative Capital(NAC) in Korea. Thus, it is very necessary to build the grand national historical NAC through detailed studies on the reasons, effects, the methods of relocation, etc.
