This is a comparative study on unemployment policy for youth in Sweden, United Kingdom and United States. The three countries differ in ideology of welfare states. Sweden which has been oriented to social democracy has sacrificed youth for maintenance of adults` employment. United Kingdom which had been oriented to revised liberalism and hesitated active intervention, has transferred the focus of unemployment policy from income support to active labour market policy. United States which has been oriented to liberalism, has enhanced the principle of labour incentive in recent years.
