그동안 국내에서 직무만족도에 관한 연구는 사회과학 여러 분야에서 이루어져 왔지만 공공부문과 민간부문사이의 직무만족도가 다를 것이라는 가설은 체계적으로 연구되지 못했다. 특히 대부분의 연구들은 횡단면 자료(cross-sectional data)를 가지고 분석했기 때문에 지난 1997년 경제위기 이후 직무만족도의 종단면적 추이를 분석하는데 한계가 있었다. 이에 본 연구는 기존의 연구와 달리 지난 1998년 이후 매년 조사되고 있는 한국노동패털자료(Korea Labor and Income Panel Study)를 이용하여 공공 및 민간부문간의 직무만족도의 차이에 대한 패널분석을 시도하고 있다. 본 연구의 분석결과 지난 1998년부터 2001년까지 정부기관에 종사자들의 직무만족도가 민간기업종사다들보다 높음을 보여준다. 특히 취업안정성 만족도에서 가장 큰 차이가 발견되었다. 한편 보수만족도의 경우 지난 1998년부터 2000년까지는 양 부문에서 유의미한 차이가 없었지만 2001년의 경우 민간부문에 비하여 공공부문의 보수만족도가 높아지고 있다. 추가로 본 연구는 교육변수와 성별변수에 따라 양 부문간의 직무만족도의 차이를 분석하고 있다. 특히 보수만족도와 복지후생만족도의 경우 공공부문의 고졸집단 만족도가 공공부문 및 민간부문의 대졸집단 만족도보다 높았다. 또한 직업 안정성, 직무내용, 그리고 복지후생 만족도의 경우 공공부문의 남성집단 만족도가 민간부문 여성집단의 만족도보다 높았다. 이 연구결과는 일반적으로 대졸집단이 고졸집단보다 그리고 여성이 남성보다 높은 직무만족도를 보인다는 사실과 상반된 것이다. 이것은 아마도 민간조직과 달리 공공조직이 가진 독특한 특성과 관련이 있어 보인다.
Pervious studies have tended to neglect a hypothesis of differences in job satisfaction between public and private organization. Because they examined the hypothesis with a cross-sectional data, they have not showed a trend of job satisfaction since the 1997 economic crisis in South Korea. Unlike prior research, this study explores the longitudinal differences in job satisfaction between these two types of organizations with the Korean Labor & Income Study dat. This study shows that the level of job satisfaction in public organizations was higher difference in the level of satisfaction of job stability in the same period. While there was little difference of wage satisfaction between them between 1998 and 2000, the level of wage satisfaction in public organizations was higher than that in private organizations in 2001. In addition, this study examines differences in job satisfaction in terms of education and gender. In public organization, those with high school degree have a higher level of satisfaction in wage and welfare than those with college degree. In the case of job stability, job contents and occupational welfare, male group in public organizations has a higher level of satisfaction than female group in private organizations These results contrast with the following two facts: (1) in general, the level of job satisfaction for those with college degree is higher than that for those with high school degree or no high school degree; and (2) the level of job satisfaction for female group is higher than that for male group. It appears to be related to the unique characteristics of public organizations.
