본 연구는 선호시설 유치와 관련된 정부간 갈등을 다루고 있다. 구체적으로 분쟁의 당사자뿐 아니라 정책갈등 및 딜레마의 상황에 직면해 있는 정책결정자를 중심으로, 정책갈등을 해결해나가는 과정에서 정책결정자의 목표와 정책동기를 중심으로 고찰한다. 이를 위해 본 연구에서는 전북 공립외국어고 유치를 둘러싸고 전개되는 전북 군산시와 전주시의 갈등을 사례로 선정하였으며 이 과정에서 입지후보지의 결정권을 보유하고 있는 전라북도 교육청의 정책적 선택을 위의 이론을 중심으로 분석하였다. 연구결과 갈등 당사자인 지방정부는 서로 유사한 전략을 구사하면서 자신의 선호를 관철시키려고 노력하였고, 이러한 과정에서 이해 당사자들의 갈등구조가 영합게임의 구조에서 결정권을 가진 전북 교육청은 결정권의 포기라는 회피적 대안을 선택할 수밖에 없었다.

This study is treating an inter-governmental conflict about a PIMFY. As well as concerned actor of the conflict, around the policy determinant who the policy complications have been faced besides with the situation of the dilemma. The process of resolution considers the policy complications in the course with the goal of the policy determinant around the policy motive. Research to try this I selected the case of conflict between Gunsan city and Jeonju city. We analyzed a political selection of the Jeollabukdo Provincial Office of Education have no choice but an evasion alternative of the right of decision which is the resignation.
