자료포락분석은 동일 또는 유사한 투입물을 사용하여 동일 또는 유사한 산출물을 생산하는 여러 조직의 상대적 효율성을 비교하기 위한 기법이다. 자료포락분석을 활용한 기존 연구에서는 조직을 둘러싼 환경의 동질성을 가정하여 투입과 그에 대한 산출의 비율을 계산함으로써 조직의 상대적 효율성을 측정하였다. 그러나 비교대상이 되는 조직들이 처해 있는 환경은 조직에 따라 편차를 보이고, 이 편차는 조직의 투입을 산출로 전환시키는 능력에 때로는 우호적으로 때로는 비우호적으로 영향을 미치는 것이 일반적인 경우라 할 것이다. 이러한 상황에서 본 연구는 자료포락분석에서 환경적 요소를 고려하는 여러 가지 방법들을 소개하였으며, 개념적으로 그리고 실증적으로 우월한 위치에 있다고 판단되는 4단계 접근법을 적용하여 한국 대도시 지역 일반 병원의 효율성을 비교하였다.

Recently, the applicability of data envelopment analysis (DEA) has generated wide interest among scholars and practitioners in evaluating relative performance of organizations. Conventional applications of DEA presume the homogeneity of organizational characteristics and environments across organizations. However, these organizations vary substantially in regard to factors, which may have a positive or negative influence on the performance of the organization. In this study, we introduce a four-stage approach to measuring organizational efficiency that incorporates the potential effects of operating conditions. We illustrate this approach by using data from the general hospitals in metropoliten areas in Korea.
