오늘날 실증주의에 바탕을 두고 있는 주류의 정책분석은 정책의 정당성을 공리주의 철학에 의존하고 있다. 공리주의 관점은 정책의 정당성을 목표와 수단의 인과관계에 초점을 두는 도구적 합리성에 지나치게 의존하는 나머지 정책의 정당성이 갖추어야 할 포괄적인 합리성의 측면을 고려하지 못하는 단점이 있다. 따라서 본 연구에서는 정책의 정당성을 포괄적 합리성 측면에서 접근하기 위하여 그 이론적 근거를 Habermas의 담론이론에서 찾고자 하였다. 담론이론에서 정책의 정당성은 담론과정을 통하여 정책의 제 측면이 철저히 검증되어야 하고, 그러한 검증을 바탕으로 정책담론에 참여하는 사람들의 동의를 획득할 때 정당성이 확보되는 것으로 본다. 이러한 관점에서 연구자는 정부정책의 정당성을 제고시키기 위하여 시민사회내의 정책네트워크를 중심으로 정책공론이 활성화되어야 하고 동시에 정책결정과정에 지속적인 담론규칙의 제도화가 필요함을 주장하였다.

Policy analysis based on positivism today, finds the justification of public policy in utilitarianism. Because utilitarian policy analysis tends to overemphasize instrumental rationality for the justification of policy stressing the causal relation between policy objectives and instruments, it doesn`t take into account comprehensive rationality. In justifying public policy, this article examines comprehensive rationality based on Habermas`s discourse theory. According to the discourse theory, the justification of policy depends on the verification of policy in the process of policy discourse and the agreement of those participating in the discourse. From this point of view, this article suggest that for the justification of public policy the public sphere for policy making must be activated through policy networks in the civil society. It also suggests the need for establishing tangible discourse rules in policy making process.
