사회보험제도의 하나인 한국의 고용보험제도는 영세기업과 한계근로자를 우선적인 보호대상으로 설정하고 있다. 본 논문은 한국 고용보험제도의 운용과정에서 당초 설정된 목표 집단에게 실질적인 혜택이 상대적으로 더 많이 가고 있는가를 종합적으로 분석하고 있다. 본 논문의 분석에 의하면 고용보험사업 중 사업주를 지원하는 고용안정사업과 직업능력개발사업의 경우 영세사업의 사업주보다 대규모사업의 사업주가 보험료 부담액에 비하여 상대적으로 더 많은 혜택을 받고 있는 것으로 나타났다. 실업급여 중 구직급여는 여성, 고임금근로자, 고학력자, 중장년층, 정규직근로자 등의 수급가능성이 상대적으로 높고, 조기재취직수당은 남성, 고학력자, 청년층의 수급가능성이 상대적으로 높은 것으로 나타났다. 공공직업안정기관의 실업자에 대한 취업알선 서비스는 재취업이 상대적으로 용이한 남성 및 청년층 실업자에게 집중되는 경향이 있는 것으로 나타났다. 이러한 분석결과는 중소기업과 여성, 저학력자, 저임금근로자, 비정규직근로자 등 사회적 약자에게 고용보험제도의 혜택이 더 많이 가도록 하기 위해 고용보험사업의 내용과 요건을 종합적으로 재검토하고 공공 직업안정기관의 서비스전달체계를 근본적으로 개선하여야 한다는 것을 시사하고 있다. s

As one of the social insurance systems, the Employment Insurance System(EIS) of Koran focuses its policy target groups on vulnerable employees and employers. This article analyzes whether the original policy target groups are major beneficiaries of the Korean ElS in the process of implementing EIS programs. According to the findings of this article, in cases of the Employment Stabilization Program and the Job Skill Development Program, employers of larger firms are more likely to receive higher benefits compared to insurance premiums of those programs. Women, relatively high wage earners, relatively highly educated employees, relatively aged employees, regular employees are more likely to receive unemployment benefits. Job placement services in the public employment offices tend to focus on male and young job seekers who are relatively easy to find jobs. These findings suggest that Korean government should review contents and qualifications of the EIS programs and service delivery system of the public employment services so that vulnerable employers and employecs such as employers of small enterprises, women, low skilled employees, low wage earners, and contingent workers may receive relatively more benefits from the EIS.
