최근 공공기관의 지방이전이 행정수도 건설과 더불어 국가균형발전을 위한 주요 정책으로 추진되고 있다. 수도권이나 수위도시에 집중된 공공기관을 지방으로 이전함으로써 이전지역에서는 과밀 해소를, 이전 대상지역에서는 지역의 활성화를 기대할 수 있어, 국토의 균형발전을 꾀할 수 있다는 것이다. 본 연구는 공공기관의 이전을 지역발전과 관련해서 뿐만 아니라, 내생적 지역개발과 지역혁신체계의 구축 등에 있어 핵심 기관으로 평가받고 있는 지방대학의 육성과도 결부시켜 논의하였다. 공공기관의 지방으로의 재배치는 그 자체로서 이미 지역에 다양한 파급효과와 지역발전을 매개하는 기능을 갖고 있지만, 지방대학과 연계하여 추진될 때 지방대학의 특성화 발전에 기여하는 동시에 지방의 자립적 발전도 크게 앞당길 수 있을 것으로 사료된다.

With the background of uneven national territorial development, the government has announced a plan of public sector relocation. It aims to cure the severe over-concentration of economic functions in the capital region and contribute to more balanced regional economic development. The paper looks at directions of policy measures for public sector relocation. The relationship between relocations and regional development is examined. Because the public sector relocation can enhance regional knowledge pools and knowledge-based clusters in the regions, the networking between public sector and regional universities is far more important for the self-reliant regional development.
