최근에 건설교통부는 그린벨트의 사유지 일부를 매입하였다. 공영목적의 토지매입은 그린벨트 보존을 위한 국가의 적극적 조치라는 점에서 의미가 있다. 그러나 토지매입을 통한 그린벨트의 보존은 예산상의 한계가 있으므로 보다 근본적인 보존방법에 대한 연구가 필요하다. 본 연구는 이러한 목적에서 영국과 미국 그린벨트의 사례를 그린벨트의 활용이란 측면에서 비교하였다. 우리나라 그린벨트의 모체라고 할 수 있는 영국의 그린벨트는, 1938년 제도도입 이래 국민적 지지를 받으며 지속적으로 확대되어 왔다. 미국의 그린벨트 도시는 경제공황시기 복지정책의 일환으로 국가가 인위적으로 도시를 건설했다는 점에서 일반 그린벨트의 목적과는 차이가 있으나, 그린벨트 도시는 영국 하워드의 전원도시를 모델로 하여 녹색산림지대가 벨트모양으로 둘러싸여 있다는 특징이 있다. 연구결과 영국의 그린벨트와 미국 그린벨트 도시의 녹지는 주민의 어메니티 증진에 활용되고 있었다. 녹지가 여가공간의 확보와 쾌적한 환경조성에 도움이 됨으로써 지역주민들은 개방녹지와 자기 지역에 대한 선호를 보이게 되었다. 본 연구는 그린벨트의 어메니티 증진이 `개발제한`의 이미지보다 `그린`의 이미지를 높이고. 그린벨트의 보존에 대한 지역주민의 자발적 지지를 이끌 수 있을 것으로 기대한다.

Recently Ministry of Construction and Transportation has been purchasing private land in Green Belt Area. Purchasing land for public purpose has been considered to be the government`s active measures to preserve Green Belt. Because purchasing land for presenting Green Belt Area has its own limit on account of national budget, more fundamental approaching solution for the preservation is needed. This study is to compare cases in UK and the US utilizing Green Belt system. Green Belt system in UK, which is the parent model of Korean Green Belt, has been continuously expanded since the establishment in 1938. Green Belt system in the US is differentiated from the original Green Belt system because of its object to develop cities for national welfare. However, like the city Howard in UK, which was the model of the US` s Green Belt, cities in the US had forests Green Belt surrounding them. The study result shows that the Green Belts in UK and the US have been utilized to increase amenities of residents. Residents showed their preference for open green land. At the end, this study shows that the Green Belt will result in residents` voluntary support by raising the image of `green` instead of `restriction`, and increasing amenities of the society.
