이 연구는 자발적 보조금을 통하여 상·하류간의 물 배분의 가능성을 보여주는데 목적이 있다. 일반직으로 강의 경우에는 상류의 물 사용이 하류에 영향을 주지란 반대는 성립 하지 않는다. 이 경우에 하류지연은 물을 보다 안전하게 확보하기 위하여 상류지역에 보조금을 주는 조건을 제시할 수 있다. 여기서는 상류지역이 물 사용을 자세하여 하류지역으로 흘려보내 주기 위해서는 하류지역이 얼마의 보상액을 지불하여야 하는지를 고찰하였다. 또한 보상이 있는 경우와 없는 경우를 비교하여 상·하류간 지역이 각각 얼마의 편익이 발생하는 가를 비교하였다. 사례대상지역을 통한 연구의 결과는 두 지역이 협력하여 보상액을 결정하여 물을 배분하는 것이 파레토개선이 이루어진다는 것을 보여주고 있다.

This study offers the possibility of water allocation between upstream and downstream regions by side payment. In the case of river water, water use of an upstream region affect a downstream regions water use but not vise versa. In this case, the downstream region wants to secure stable eater by suggesting side payment to the upper region. We examine the maximum compensation of the downstream region for acquiring additional water. Also we compare each region`s total benefits between the cases with and without cooperation. The result of empirical study show that there was a Pareto improvement when two region cooperate in the water use. Also the amount of side payment depend on the degree of shortage of water and both regions are satisfied with the water allocation result by voluntary negotiation.
