오늘날 비교적 동질적인 문화를 가지고 있었던 국가들이 자본과 노동의 세계화에 따른 외국 노동자의 이주와 함께 이에 따른 이질적 문화, 다양한 종교의 유입으로 다문화사회의 도전에 직면하고 있다. 과거 수 천년동안 우리 사회는 `단일민족`의 신화에 기반하여 우리 사회의 정체성과 전통성을 구축하여 왔지만, 오늘날의 우리 사회는 더 이상 이러한 신화를 기반으로 사회의 통합과 결속을 유지해 나갈 수 없는 상황에 처해가고 있다. 현재, 외국인노동자와 외국인 배우자, 새터민 등과 주류사회의 문화 간, 즉 다문화 사이의 갈등을 초래할 가능성이 증가함에도 불구하고, 국내의 다문화 사회화와 이러한 이민족들의 시민적 자질 육성에 대한 관심과 논의는 미흡하다. 이러한 맥락에서, 이 연구는 우리 다문화사회의 형성 원인과 그의 문제점, 통합과제를 살펴보려고 한다. 왜냐하면 다문화주의의 포용이 국가의 정체성을 새롭게 변형해가고 있으며 정부정책과 업무의 방향을 재구축해 가고 있기 때문이다. 이 연구는 거시적 관점에서 다문화정책의 방향으로 시민적 권리와 의무를 향유하기 위한 문화적 정체성의 확보, 다문화 네트워크로서 새로운 거버넌스의 모색, 다문화정책과 사회통합의 동시적 고려, 소수집단의 다양성을 수용하기 위한 전제로서 기존 주류사회의 다양성이 수용되어야 하는 것을 제시하고 있다.
Many countries that have relatively enjoyed homogeneous culture are nowadays facing challenges raised in multicultural societies. Those challenges are caused by the influx of heterogeneous cultures and various religions together with the migration of foreign workers due to the globalization of capital and labor. During the last thousands years, our society has constructed its identity and tradition based on the myth of the `single ethnicity.` But the myth is no longer becoming the basis for integrating and consolidating our society. Currently, the influx of migrant workers, foreign spouses, and saeteomins(new inhabitants from North Korea) is likely to increase conflicts among multicultures, that is, cultures between existing residents and minority groups. Nevertheless, there are not much literature which discuss multicultural socialization and civil rights of those groups. In this context, this research examines some factors shaping Korean multicultural society and their problems, and discusses policy directions. The acceptance of multiculturalism should newly shape national identity and restructure governmental policies.
