국어과 토론 교육의 목표는 토론 능력 신장이다. 토론 교육의 학습 내용을 구성하기 위해서는 토론 능력의 개념 규정이 선행되어야 한다. 그런데 토론 교육이나 토론 능력의 개념이 부재한 상태에서 국어과 교육과정 내용 체계를 구성하고 교과서를 만들었기 때문에 현재 교육 과정상 토론 교육은 많은 문제점을 안고 있다. 따라서 본고는 토론 능력의 개념을 규정하고, 토론 능력의 구성 요소가 무엇인가를 밝히는 것을 목적으로 한다. 일반적인 ``능력``의 개념을 적용하여 토론 능력의 개념을 규정하였다. 능력은 인지적, 행동적 요소를 포함하고, 대인이나 집단 간의 의사소통 능력을 가리키며, 학교에서 이루어지는 교육적 상황에서 학습을 통해 발달시킬 수 있는 것이라고 보았다. 이러한 관점에서 볼 때, 토론 능력이 있는 사람은 토론에 관한 인지적 지식을 가지고 있고, 토론 상황에서 토론을 수행할 수 있으며, 토론 수행 과정에서 다른 사람과 협력함으로써 의사소통 목적을 달성할 수 있는 사람이다. 그리고 토론 학습 상황에서도 자신의 토론 능력을 발휘한다. 토론 능력의 구성 요소는 토론 능력을 가진 사람들이 참여한 TV 토론과 토론 교육의 대상인 중학생들의 토론 활동을 관찰하고, 토론 수행에 활용되는 능력을 도출하여 정하였다. 또한 그 상황에서 토론 장애가 발생했을 때 필요한 토론 능력이 무엇인가를 거꾸로 추정하였다. 토론 능력은 언어적/비언어적 표현 능력, 의사소통 사회적 기능, 고등 사고 기능, 자료 분석 능력이라는 네 가지 구성 요소로 이루어져 있음을 알 수 있다. 이러한 토론 능력의 구성 요소는 타당성의 검증 과정을 거쳐서 토론 교육의 목표에 도달할 수 있는 학습 내용으로 재배열되어야 한다.

A goal of the debate education in the Korean language education lies in the development of debate competence. To constitute the learning contents of the debate education, the conceptual definition of the debate competence must be made first. Therefore, the purpose of this study is to "prescribe the concept of the debate competence" and to "reveal the factors of the debate competence." The concept of the debate competence has been prescribed through the application to the concept of the general "competence." The competence refers to the communicative competence among groups and individuals, including cognitive and behavioral factors, and it can be developed through learning in the educational condition. In this perspective, a student with debate competence and cognitive knowledge about the debate can lead the debate in the debate condition and achieve the goal of communicative performance through cooperation with other students in the debate process. And he can also show his debate competence in the debate learning condition. The factors of the debate competence have been extracted from the TV debates and students`` debate activities. It has been revealed that debate competence consists of four factors; verbal and nonverbal expression competence, communicative social skills, high-level thinking skills and data analytic competence.
