이 연구는 기준 중심 교육 운동의 사회경제적 맥락을 살펴보고, 기준의 개념 및 성격을 분석하는 것을 목적으로 한다. 또 이러한 기준의 개념이 국어과 교육과정에 반영된 양상을 분석하고, 성취 기준 중심의 새 교육과정 내용 구성의 문제점과 해결 방안을 논의하는 데 목적이 있다. 기준 운동은 교육을 경제적 관점에서 바라보고 수월성과 책무성을 강조하는 미국의 사회적, 정치적, 경제적 맥락에서 발생하였으며, 교육에 대한 국가의 개입을 강화하는 계기를 마련하였다. 국어과 교육에서는 제7차 교육과정 시기에 수행 평가와 관련하여 평가 준거를 명확히 하기 위한 목적으로 기준이 도입되었다. 새 교육과정은 교사가 가르치고 학생이 배울 내용을 명확히 하기 위하여 성취 기준을 도입하였다. 이는 교육과정의 구체성과 명확성을 담보하기 위한 조치로 이해되는데, 기준의 다양한 의미 중 주로 내용 기준의 의미로 사용되고 있음을 알 수 있다. 그러나 기준에 대해 우려의 목소리도 높다. 획일화, 표준화를 지향하는 한 기준이 진정한 교육 개선을 이루기 어려우며, 우리나라의 경우 국가 주도로 교육과정이 개발, 운영되는 상황에서 새삼 기준을 도입할 필요가 없다는 것이다. 또 기준을 도입한 이상 교육 내용의 표준화, 정당화 문제, 수행 기준의 설정 문제, 성취 수준에 도달하거나 도달하지 못한 학생을 위한 교육적 처치 문제, 기준의 지역화와 개별화 문제, 학습 기회 기준 등 기준실행을 위한 지원 문제 등이 발생하는데, 이에 대한 해결 방안이 모색되어야 한다.

The purpose of this study was to review New Korean language curriculum in terms of socioeconomic context of standards-based education system, concept and scope of standards. The movement embracing standard-based education is possible from a social point of view in which economic effect of education is considered and feasibility and responsibility are emphasized. Standards-based education encompasses content standards, performance standards and opportunity-to-learn standards. Standards-based education was applied to Korean language under the 7th national curriculum to evaluate student performance. Under the curriculum, content standards are emphasized as far as standards-based education is concerned. However, the debate on the effects of standards-based education continues. Many scholars stress that standardized education will result in halted improvement of education system and that as the government is playing the leading role in development and operating the education system, there is no need for standardizing the education. They also point out issues involving standardization, justification, performance standards, students who fail to meet performance standards, localization and individualization of standards and standards for learning opportunities. It is therefore necessary to develop solutions for meeting preset standards.
