This paper examines the appropriate concept and criterion of instrumental rationality concerned with morality. Rationality has been dealt with as a given capability of human beings since it was presented by Aristotle. However, recent cognitive scientists question rationality with the report that human beings tend to make serious and systematic cognitive errors in their everyday lives. The indication that human actions are not so rational contrary to our expectation requires a critical examination on the primary principles which are the basis of various disciples. Therefore this paper asserts that the skepticism that human beings make serious and systematic cognitive errors should be interpreted differently in terms of how we define rationality. If it only means utility maximization, most practical rationality comes to nothing. On the contrary, if it means the evaluation of decision making which is correspondent to ends and compatible, we can`t conclude that human beings are irrational only because they are exposed to cognitive errors. In that case, the monolithic and excessive requirements of rationality should be modified moderately. If rationality is related with the achievement of individual purpose and morality can be understood as social welfare improvement, then rationality can also be connected with the concept of morality.
