본 연구는 국어 말하기 평가를 ``텍스트를 수용 생산하는 역동적인 커뮤니케이션``으로 파악하고 평가자(rater) 간의 편차를 오차(error)로 규정하는 기존의 시각에서 벗어나 평가 상황 자체를 하나의 피드백 정보로 제공해야 함을 강조하였다. 피험자가 문항 텍스트를 접하는 과정과 이를 바탕으로 반응 텍스트를 생성하고 이를 다시 평가하는 일련의 과정은 언어를 매개로 이루어지는 일종의 커뮤니케이션에 해당 한다. 우리 사회가 요구하는 말하기 평가는 수험자를 말하기 능력에 따라 줄을 세우는 것이 아니라 수험자에게 자신의 말하기 능력과 관련된 유용한 정보를 제공하는 평가 본질에 충실한 것이다. 따라서 말하기 평가 연구 역시 평가 도구의 제작이나 결과의 해석과 관련된 기존의 측정 중심의 논의에서 더 나아가 피드백 방법과 교육적 활용에 대한 모색도 동시에 이루어져야 한다. 평가 기관이 주최하는 대단위 말하기 평가의 목적이 직무와 관련된 말하기 능력을 공신력 있는 평가 시스템에 의해 공증해주는 것이라면 평가 과제와 점수만을 제공하는 기존의 방식을 넘어 평가 결과가 어떠한 과정을 거쳐 그러한 결과가 나왔는지를 모두 공개하고 수험자가 말하는 상황 맥락 자체를 중요한 피드백으로 제공하는 평가 시스템을 구성하는 것이 요구된다.

The essence of an assessment is not ranking students in order, but providing them with information. It is true that test results are used as a method of having students graded. However education should not be the means to teach the techniques of getting good marks. The grade to rank the testee is not what the testee needs to get concerning the speaking test. He has to be given useful information to improve speaking skills, which is essential in an assessment. Speaking test is complicated process in which a testee produces a new form of spoken text from a given text. The testee reads the question and he works out a strategy. Then the market gives him a grade. That process becomes the communication by means of a language. Therefore the condition in an assessment should be considered as seriously as measuring speaking skills.
