이 논문은 국제공무원 중 특히 유엔 사무국 구성원인 사무총장과 그 직원들의 법적 지위를 기능과 활동을 중심으로 살펴보고 그에 따른 문제점들을 파악하여 이른바 국제행정법에 관한 법적 원칙과 현실 간의 괴리를 직시하고자 하는데 그 목적이 있다. 국제공무원은 진정한 국제성을 위하여 국제적 충성심이, 그 채용에 있어서는 자질과 지리적 고려가 필수적 요소이지만, 실제 그 운용에 있어서는 국제적 독립성 내지는 중립성 문제와 관련하여 적지 않은 문제가 있는 것이 사실이다.

This article reminds the gap between the normative provisions and the factual realities in the international civil servant system while it deals with some problems of the system. International loyalty and competence are crucial requirements to be the international public administrators but in reality politics and national influences may go first.
