이 연구는 국어사전의 합리적인 외래어 발음 표시 방법에 대해 모색하는 것이 목적이다. 현행 표준어 규정에는 외래어의 발음에 대한 별도의 원칙이 없다. 이것은 외래어의 경우 문자 그대로 발음하는 것을 암묵적으로 인정하는 셈이다. 그러나 현실 언어에서는 외래어 표기와 발음 상에 적지 않은 차이가 나타나며, 실제 표기 그대로 발음하도록 강요하기도 어렵다. 외래어 발음 규칙은 실제 발음뿐만 아니라 현행 표기와의 관계를 잘 고려해서 결정해야 한다. 무엇보다도 외래어의 현실 발음을 인정하는 것이 중요하다. 이 연구에서는 1) 외래어 발음이 현행 외래어 표기의 틀에서 완전히 자유로울 수는 없다. 2) 가능한 한 언어 현실과 부합하되 합리적인 선택이 되어야 한다. 3) 외래어 발음에 가능한 한 융통성을 발휘한다. 4) 표기와 발음의 괴리가 클 때 궁극적인 해결 방법으로 표기의 개정을 제안한다는 네 가지 대 원칙을 제시하였다. 많은 사용 이용자들, 특히 외국어로써 한국어를 학습하는 사람에게는 혼란스럽다. 이는 곧 어문 규범에 대한 불신감을 줄 수 있다. 또는 어문규범은 지키지 않아도 된다는 인상을 줄 수도 있다. 사전편찬자는 ``말을 판정하는 최고 재판소``의 재판관으로써 외래어의 발음 표시 문제를 더 이상 외면하면 안 된다.

The objective of this study is to explore the way to present the pronunciation of loan words in Korean dictionary. The existing regulation of standard language has no particular stipulations on loan words`pronunciation. This means that the basic rule is to pronounce the loan word as its literation. Therefore the writers have not presented any pronunciation in entries of loan words so far. However, there is not so small difference between literation and actual pronunciation of loan words in using them. This problem makes many dictionary users uncomfortable and furthermore, gives confusion to the Korean learners. As there is a saying that dictionary is the supreme court of language, it is a major obligation of dictionary writers to present the pronunciation of loan words. If they put off this with the excuse of being no loan-word pronunciation rule in standard language regulation, it would be an avoiding of responsibility. Loan-word pronunciation rule should be decided reasonably in consideration of existing literation method, as well as of the actual language. Most of all, to understand the main tendency of loan-word pronunciation is important. For example, for the s-some-thing loan words, pronouncing as fortis in the words` beginning is preferable as a standard. On the other hand, for the voluntarily pronounced loan words, such as b, d, g, and j-something words, pronouncing as its literation should be the basic standard, though it should be with the recognition of plural standard pronunciation if the fortis is prevailing. If there is a big difference between literation and actual pronunciation, it should be considered whether the literation be altered according to the actual pronunciation. Linguistic norm should be typical of the actual language in any case.
