이 논문의 목적은 대한민국의 국호를 통해 그 정체성이 담긴 의미를 정치철학사적으로 선별하여 추적해 보고 우리사회의 허실을 제대로 직시하여 건전한 공화국의 사회란 어떻게 나아갈 수 있는지를 탐색해 보고자 한다. 주지하듯이, 우리나라 헌법 1조에 "대한민국은 민주공화국이다"라고 명시되어 있다. 이 조항은 대한민국 정부수립이후 지금까지 지속되어 온 우리나라의 정체성을 제시해 주는 상징적 문구이다. 공화국이란 용어는 그 낱말에서 품기고 있듯이, 공(公) 개념의 성격을 다분히 띠고 있다. "공화주의 개념의 어원"은 통치가 한 두 사람의 지배자의 특권에서 나오는 것이 아니라 시민 모두의 공적인 일, 레스 푸블리카(Res publica, a common business)라는 개념에서 유래한다. 즉 공화주의란 개념은 정치·사회 철학적 측면에서 공익성·공공성의 문제이며 사적인 것보다 공적인 일을 다루는 것이라 말할 수 있다. 이런 점에서 한 국가의 정체성이라 할 수 있는 공화국은 단순히 사적인 관점에서 다루지 않는다. 우리사회에서 최근 가장 심각하게 대두되는 문제는 공적영역에서 공적인 행위가 제대로 작동하고 있는지의 여부이다. 공공성이 우리의 국가정책에 대해 토의와 합의의 의사를 반영하는 것이라면, 그 공공성이 일반시민들을 위해 제대로 실행되고 있는지 진지하게 물어야 한다. 그리고 정치·경제의 공공성, 노동의 공공성, 교육의 공공성, 의료의 공공성, 사회복지의 공공성 등이 제대로 우리사회에서 작동하고 있는지를 아울러 묻고, 그렇지 않다면 그에 대해 대안을 절실히 마련해야 할 때이다. 따라서 본 논문에서 필자는 오랜 역사적 전통을 갖고 있는 공화주의의 이념을 칸트, 아렌트, 하버마스의 이론 등을 선별하여 고찰하고, 우리사회의 공화주의에 대한 진단을 통해 보다 나은 미래사회를 향해 어떻게 나아갈 수 있는가를 모색해 보고자 한다.
The purpose of this paper is to politically and philosophically understand the meaning and identity of the name of the country, Republic of Korea, and to pursue the righteous ways for it to be a healthy republican society. As mentioned earlier, Korean constitution article 1 states that "Korea is a democratic republican country." This article has been highly symbolic in exhibiting the identity of the country since the establishment of the Korean government. The phrase "Republic", as is suggested in itself, is a characteristic of the public mentality. The etymology of the concept "Republicanism" originated from the concept of "Res publica, a common business", which means all citizens` public matter, and not that of the ruling party. In other words the concept of "Republicanism" is in the interest of the public and the public good from the respect of politics and socio-politics rather than a private matter of individual citizens. Republicanism as well as the identity of this country cannot be simply dealt on the private level. From this view, in our society the most seriously exposed problem today is whether public deeds indeed function in public domain. If the public interests are to reflect discussions and agreement of the state policy, one must seriously ask whether that public interests are really executed for an average citizen at large. Also one must ask whether political, economic, educational, health, social welfare systems are operating for the best of the public. If not, it is the time to look for an alternative solution to these problems. In this paper, the author will examine the long history of the ideology of Republicanism including the theories of Kant, Arendt, and Habermas. Futhermore, how we can move on to a better society will be suggested based on the examination of the concept of "Republicanism".
